HomeMy WebLinkAbout021604S CC Min CITY COUNCIL SPECIAL SESSION MONDAY, FEBRUARY 16, 2004 EDLOE STREET DELI 6119 EDLOE STREET 6:00 P.M. The City Council convened in Special Session in the Edloe Street Deli (6119 Edloe Street) on February 16, 2004, with the following members present: Mayor Ballanfant presiding, Council Members Segal, Farley and Woods. The City Manager, City Secretary, City Attorney and Assistant City Manager/Public Works Director were also present. Council Member Fogler was absent. Members of the City Council met with officials from the City of Southside Place. Present from the City of Southside Place were: Richard Rothfelder, Mayor Charles Evans, Council Member Renato Pereira, Council Member Lisa Thornton Roy, Council Member David Allums, City Attorney David Moss, City Manager Multi-Agency Issues. Matters relating: (i) to multi-agency relations and agreements, (ii) projects and functions involving other local government units (Harris County, Harris County Flood Control District, Houston Independent School District, City of Houston, Metropolitan Transit Authority, City of Bellaire, etc.), (iii) regional issues, (iv) flooding and drainage projects, (v) street lights, (vi) Bellaire Boulevard reconstruction, (vii) University and Edloe Boulevard S.T.E.P. project and other improvements, (viii) youth sports programs, facilities, concession stands, etc., (ix) West University Place Elementary, including proposed improvements and schoolyard activities and (x) utility franchise agreements (xi) other multi-agency projects and functions. Chris Claunch, James Andrews, John Rudloff, Mike Vandewater and Dave Kasper from Claunch & Miller Inc., Engineering Consultants were present at the meeting. Also present were members of the West University Drainage Committee Denise Beck and Denis Powers. Susan Tapscott representing the Southside Place Drainage Committee was also present. The representatives from Claunch & Miller gave a report on the history of drainage and flooding. They stated that the collaborative regional study process initiated by Harris County Flood Control, West University Place, Southside Place, Bellaire and Houston to identify potential drainage improvements needed for Poor Farm and Kilmarnock ditches City Council Special Session, February 16, 2004 has been completed. They also discussed conceptual plans, scheduling and an extreme event drainage design. Interlocal Agreements. Matters relating to interlocal agreements between City of West University Place and City of Southside and a proposed comprehensive interlocal agreement including various functions and services as may be mutually desired (e.g. emergency medical service, fire fighting, police functions, street-sweeping, building regulation and other functions and services.) City Manager Michael Ross outlined the projected work that remains to be done on University Boulevard, Edloe and Auden. He also reported that Southside and West University were working toward creating a ?comprehensive interlocal agreement? . David Moss, the City Manager of Southside Place, reported on a project scheduled for Bellaire Boulevard including installing explanade lighting, brick pavers and new irrigation. The City Councils also agreed that a joint meeting should be held again in October. Mayor Rothfelder addressed the appointment of a new member to the Metro Board that will be voted on by the Multi-Cities Mayors.
