HomeMy WebLinkAbout120406R CC Min CITY COUNCIL REGULAR SESSION MONDAY, DECEMBER 4, 2006 MUNICIPAL BUILDING 3800 UNIVERSITY BLVD. 5:30 P.M. The City Council convened in Regular Session in the Municipal Building (3800 University Blvd.) on December 4, 2006, with the following members present: Mayor Ballanfant presiding, Council Members Cohen, Segal, Woods and Yehle. The City Manager, City Secretary, City Attorney, Finance Director, Police Chief and Parks and Recreation Director were also present. The notice for this meeting was posted in accordance with the Texas Government Code, Chapter th 551, on the 30 day of November 2006 at 9:30 a.m. Formal Session Citizen Comments. There were not any citizens who wished to address the City Council at this time. Star Citizen Award Program. Matters related to a Star Citizen Award Program including recognition of volunteers. Parks and Recreation Director Tim O?Connor reported that the ?West University Place Star Citizen Awards? program recognizes exemplary efforts by citizens whose volunteer efforts improve the overall quality of life in the West U Community. This is the first year of this program that publicly recognizes the efforts of volunteers through a presentation at a City Council meeting and providing each volunteer with a ?Star? award presented by the Mayor. The following people were honored at the Council Meeting: : Greg Sills ? Eagle Scout Candidate Troop 55 ? Liberty Hill Beautification Eagle Scout Project. Scope of Work: Removed the pampas grass, repainted sculpture, prepared ground for bluebonnet wildflower planting, planted an eastern red tip shrub line and thoroughly cleaned the park. Helen Talianchich ? Parks Board Beautification Committee Co-Chair. Scope of Work: Developed the plan for the beautification of the park, coordinated the effort with Greg Sills, scheduled the Parks Board to spend a Saturday morning assisting in the actual work and is committed to following the progress of the effort through the Spring of 2007. City Council Regular Session, December 4, 2006 Janine Schuppert & Charles May ? Parks Board Shade Committee Co-Chairs ? Colonial Park Artificial and Natural Shade Enhancement Project. Scope of Work: Planned the selection and installation of the two artificial shade structures at Colonial Park Playground, assisted the City Forester in planning for the planting of ten (10) trees on the east end of Colonial Park ? three (3) inside the playground area and seven (7) around the park pavilion area, secured over $10,000.00 in private funding for the project and are committed to developing a comprehensive shade plan for the entire parks system. John Pickul ? West University Place Christmas Tree Lighting Ceremony - Master of Ceremonies. Scope of Work: Since the programs inception in 1988, John has worked with staff in planning each year?s line-up of performers and program. John?s enthusiasm and love for the Christmas Season has been an inspiration for all the participants, spectators and staff. Faculty Sponsors Eleanor Smith & Eleanor Murray, Bellaire High School Honor Society ? Senior Dances, Good Neighbor Garage Sale, Thanksgiving Luncheon and the Halloween Spooktacular. Scope of Work: Provision of multiple student volunteers to assist with all aspects of the special events and programs, from set-up to clean up. West University Place Recreation Center and Colonial Park. Matters related to the West University Place Recreation Center and Colonial Park including plans for the redevelopment of both. This item was not considered during this meeting. 3936 Marlowe Street; Weslayan Street. Matters related to 3936 Marlowe Street (Peden property) and Weslayan Street (from Bissonnet Street to Bellaire Boulevard), including easement or right-of-way matters, house under construction, legal defense, permits, administrative proceedings, pending or contemplated litigation or a settlement offer, and purchase, exchange, lease or value of real property and related issues. This item was not considered during this meeting. Council Reports. There were not any reports given during this agenda item City Manager Report. City Manager Michael Ross invited everyone to attend the Tree Lighting Ceremony following the Council Meeting. 2 City Council Regular Session, December 4, 2006 Adjournment. With no further business to come before the City Council at this time, a motion was made by Council Member Cohen, seconded by Council Member Yehle, to adjourn the Regular Session. A vote was taken on the motion with the following result: Voting Aye: Mayor Ballanfant, Council Members Cohen, Segal, Yehle and Woods Voting Nay: None Absent: None The City Council adjourned the Regular Session at 5:42 p.m. 3
