HomeMy WebLinkAbout050406S CC Min CITY COUNCIL JOINT SPECIAL SESSION THURSDAY, MAY 4, 2006 MUNICIPAL BUILDING 3800 UNIVERSITY BLVD. 5:30 P.M. The City Council convened in Special Session with members of the Building and Standards Commission and the Zoning and Planning Commission in the Municipal Building Conference Room (3800 University Boulevard) on May 4, 2006 with the following members present: Mayor Pro Tem Cohen presiding, Council Members Segal and Yehle. The City Manager, City Secretary, Assistant City Manager/Public Works Director, Building Official and Legal Counsel Jim Dougherty were also present. Council Member Woods arrived at 6:15 p.m. The notice for this meeting was posted in accordance with the Texas Government Code, th Chapter 551, on the 28 day of April 2006 at 10:00 a.m. Special Session Floodplain Management and elevation. Matters related to floodplain management, flood elevation and related issues. Members of the Building and Standards Commission present at the meeting were: Chair Bryant Slimp, Muddy McDaniel, Michael Talianchich, Dave Miller, Peter Benjamin and Brian Hoogendam. Members of the Zoning and Planning Commission present were: Steve Brown, Michael Silver and Mac McManus. Building Official Debbie Scarcella explained a draft of the proposed amendment to Chapter 18 of the City?s Code of Ordinances relating to floodplain regulations. She reported that FEMA and the State regulations require that all new construction and substantial improvements to existing construction be built so that the finished floor elevation of the structure meet or exceed the mapped base flood elevation. Several of the surrounding communities have enacted ?freeboard? requirements (higher regulatory standards) that require structures to meet or exceed the base flood elevation plus increments in inches between one and two feet. The City Council requested that the Building and Standards Commission and the Zoning and Planning Commission work together to determine the results and possible ramifications of enacting ?freeboard? requirements and what those requirements should be.
