HomeMy WebLinkAbout102307S CC Min CITY COUNCIL SPECIAL SESSION TUESDAY, OCTOBER 23, 2007 MUNICIPAL BUILDING CONFERENCE ROOM 3800 UNIVERSITY BOULEVARD 5:00 P.M. The City Council convened in Special Session in the Municipal Building Council Chambers (3800 University Boulevard) on October 23, 2007, with the following members present: Mayor Kelly presiding, Council Members Fry, Cohen, Guffey, and Talianchich. The City Secretary, City Manager, Finance Director, Assistant City Manager/Public Works Director, Parks and Recreation Director, Fire Chief, Police Chief, IT Manager and Human Resource Manager were also present. The notice for this meeting was posted in accordance with the Texas Government Code, th Chapter 551, on the 19 day of October 2007 at 10:00 a.m. Special Session City finances, facilities, programs, 2007 tax rate and the 2008 Budget. Matters related to city finances, facilities, programs, 2007 tax rate and the 2008 Budget including revenues and expenditures for current and future years for all funds, and capital improvements, priorities and related programs and expenditures, including recreation facilities, parkland and other park projects, police and public works facilities, street lighting, sidewalks, drainage and flood control, traffic and parking and other public improvements. The City Council and Staff reviewed the proposed 2008 budget. Finance Director Walter Thomas stated that the property tax rate proposed for the tax year 2007 is 36.6 cents per $100 in assessed value. He presented an overview of the proposed expenditures, operating funds, debt service, general fund resources, and proposed capital projects. Mr. Thomas addressed a letter received from the Tri-Sports Association requesting that the funding from the City be increased from $40,000 per year to $80,000. After discussion of this request, the City Council agreed to increase the funding to the Tri-Sports Association. The City Council also discussed employee benefits and health care. They agreed to have a Special Session dedicated to the discussion of health care. City Council Special Session, October 23, 2007 Adjournment. A motion was made by Council Member Fry, seconded by Council Member Talianchich, to adjourn the Special Session. A vote was taken on the motion with the following result: Voting Aye: Mayor Kelly, Council Members Fry, Cohen, Guffey and Talianchich Voting Nay: None Absent: None The City Council adjourned the Special Session at 8:18 p.m. 2
