CITY COUNCIL SPECIAL SESSION
THURSDAY, FEBRUARY 8, 2007

The City Council convened in Special Session in the Bill Watson Conference Room
(3800 University Blvd.) on February 8, 2007, with the following members present: Mayor
Ballanfant presiding, Council Members Cohen, Segal, Woods and Yehle. The City
Manager, City Attorney, Assistant City Manager/Public Works Director, Fire Chief,
Finance Director, Building Official, Police Chief and Assistant to the City Manager was
also present.
The notice for this meeting was posted in accordance with the Texas Government Code,
Chapter 551, on the 5th day of February 2007 at 10:30 a.m.
Portable Stora2e units.
Matters related to portable storage units including a report from the Building and
Standards Commission.
Building Official Debbie Scarcella, ACM/PW Director Chris Peifer, and Consulting
Counsel Jim Dougherty presented information regarding Ordinance 1843 limiting
Portable Storage Units within the City.
Council discussion focused on size, spacing, time length and other regulations. Council
Consensus was to clarify the language on permitting and the affirmative defense and
return to the next City Council meeting for adoption.
Property exchan2e with West University Place Baptist Church.
Matters related to property exchange between the City of West University Place and the
Baptist Church.
The City Council agreed to allow City Manager Michael Ross, City Attorney Alan
Petrov, Building Official Debbie Scarcella, Assistant City Manager/Public Works
Director Chris Peifer, and Assistant to the City Manager Dave Beach to attend the
Executive Session because their presence is necessary for the Council's consideration of
the issues.
At this point in the meeting, the Mayor publicly announced that a closed, executive
session would be held and identified the section of the Open Meetings Law under which
the meeting would be held.

Closed Executive Session to be held under Section 551.072 Texas Government Code.
After the announcement, the City Council conducted a closed, executive session
beginning at 11 :26 a.m.
After the closed, executive session, the Mayor announced, in open session, that the City
Council had concluded its closed, executive session at 12:30 p.m.
The City Council continued their discussion of this agenda item in open session. The
next two agenda items (property and facility master planning and police facility
expansion and emergency operation center) were also included in this discussion.
City Manager Michael Ross, Police Chief Ken Walker and Assistant to the City Manager
Dave Beach provided a status update on the following items:
· West U Baptist Church land swap discussion,
· Property and facility master planning, and
· Public safety & emergency operations improvements.
Council discussion focused on the condition of the existing building size/function, current
operations, relocating Public Works administrative functions adjacent to City Hall, and
emergency operations and equipment.
The City Council agreed to authorize the City Manager to begin preliminary design for
Public Safety Facility Improvements in the amount not to exceed $25,000, which includes
the following elements: new police station, emergency operations, relocation of the
administrative functions of Public Works, and increased operational efficiencies in City
Hall. In addition, the preliminary design will look at options that are one or two level
buildings and require property acquisition. Council also requested the City Manager to
contact property owners affected by possible land acquisition related to this project.

With no further business to come before the City Council, the meeting was adjourned at
1 :00 p.m.
