MEETING MINUTES
May 12,2022
MEMBERS PRESENT: John Cutrer, Richard Wilson, Bob Powell, Matthew Fisher
and Sam Mazzu

1. Notices, Rules, Etc. John Cutrer; Presiding Officer, called the meeting to order at 6:15
p.m. John Cutrer asked staff to confirm that appropriate notices were given. Josie Hayes
stated notices were posted per state and local laws. John Cutrer asked commission
members and staff to introduce themselves.
2. Public Comments There were not any public comments.
3. 3/7 Exemption. Evan Duvall described the benefits of the exemption pertaining to
parking. The possibility of adding a criteria that requires the garage has to be located at
the back of the property in order to use the 3/7 exemption. There was general discussion
regarding properties that have utilized the exemption that had a side setback of greater
than seven feet. Evan Duvall stated he would provide additional information at the next
meeting.
4. Driveway width requirement. Agenda item was tabled until additional information for
the 3/7 Exemption was provided.
5. Curb Cuts/Corner Lots. Evan Duvall briefly discussed the different types of curb cuts
on corner lot properties. The ZPC asked how some properties were allowed to have curb
cuts that were not allowed per code. Scott Bounds stated a special exception were granted

by the Zoning Board of Adjustments. There was general discussion if the administrative
official would be able to approve the curb cuts or continue to have it go before the ZBA
for a special exception. There was general discussion regarding subdividing a lot and
what the square foot requirements are to be considered a building site. Possibly removing
the requirement out of Chapter 70 and move it to Appendix A. ZPC asked Evan Duvall to
draft up the amended ordinance and bring it back to the next meeting.
6. Artificial Turf. Evan Duvall briefly explained the current ordinance and if it should be
more defined or allow it to have more previous area. There was general discussion
regarding different scenarios of what could be done and what is currently allowed.
Richard Wilson made a motion to striking the item from future discussion. Second by
Sam Mazzu. AYES: John Cutrer, Richard Wilson, Bob Powell, Matthew Fisher and Sam
Mazzu. NOES: None. ABSTAIN: None. Motion carried.
7. Old Stock Housing. Joe Newton briefly described the current ordinance does protect old
stock housing and if anything additional needs to be done to protect them even more so.
There was general discussion if there was a possibly of lowering the taxes for homes that
are considered old stock housing. ZPC asked if staff could provide the number of homes
that were built prior to 1950. ZPC asked if something could be written into the
Projections Schedule that would allow different setbacks for old stock housing.
8. Sports Courts. Joe Newton briefly explained the additional information that ZPC asked
for at the previous meeting. There was general discussion regarding the additional
information provided. ZPC asked that staff visit some homes in the city where sports
courts seemed to be encroaching into the side or front setback. ZPC asked staff to look at
a more general definition and bring back to the next meeting.
9. SF District Consolidation. Evan Duvall gave a brief overview of the additional
information that ZPC requested. He stated there was no difference between SF1, SF2 and
SF3; they are identical and could be combined as one district if ZPC voted to have that
done. There was general discussion as to what would happen to rotated corner lots of they
were combined. ZPC decided not to combine the districts until staff was able to provide
the history of both districts.
10. Minutes. The commission reviewed the minutes of the meeting held on April 14, 2022.
Richard Wilson made a motion to approve the meeting minutes. Second by Matthew
Fisher. AYES: John Cutrer, Richard Wilson, Bob Powell, Matthew Fisher and Sam
Mazzu. NOES: None. ABSTAIN: None. Motion carried.
