NARRATIVE
Re: Rubenfeld Residence

West University Place, Texas 77005
Our Clients, Dr. and Mrs. Sheldon Rubenfeld who reside at 3122 Robinhood, wish to add a 3-stop elevator
to their existing home. After looking at several locations, the east side of the existing home is the only
location where the elevator can be located and properly serve all three floors. Because this east side
location disrupts a portion of the existing driveway parking, a revision to the existing driveway parking is
required as illustrated on our attached, 'proposed' drawings.
The history of this home is as follows:
In 1978, the Rubenfelds purchased 3122 Robinhood, a 2-1/2 story existing home with a detached two-
story garage /quarters rear outbuilding with a driveway.
Around 1983, they added a rear addition to the house. This work was permitted with West University
Place. This remodel included conversion of the existing garage outbuilding to storage and removal of the
rear portion of the existing driveway to allow the construction of the new rear addition. The front
portion of the driveway remained to allow for the parking of two cars.
Around 1994, a rear yard swimming pool was added to the home. This work was also permitted with
West University Place. The storage within the original garage was converted to a pool bath / dressing
room and space for the installation of pool equipment. The front portion of the driveway remained to
allow for the parking of two cars.
The Rubenfelds, retired and in their 70's, will require this elevator to allow them to remain in their West
University Place home that is next door to the home of their son, his wife, and three children (3126
Robinhood) whereby they can provide care for them. Dr. Rubenfeld has advised that he has lumbar
spondylosis with progressive weakness in his legs. He also has advised that Mrs. Rubenfeld has bilateral
knee osteoarthritis that makes it difficult for her to go up and down stairs and that her doctors say she will
ultimately require knee replacements.
The proposed elevator takes up a portion of the existing driveway parking. It is our understanding that a
'Special Exception' is required to allow the reworking the front driveway to allow the continued parking of
two cars.
The proposed new front area will be landscaped. The uncovered parking pad will be constructed of
pervious pavers and will be located to preserve the two large, existing, adjacent trees. This will provide for
the continued parking of two cars in lieu of having to require parking on the street. This 'open air' parking
pad will not interfere with available light and air and will not limit access for fire department or other
emergency services, and it is not contrary to the public interest.
Reworking this front area parking, will provide the space required for the new elevator which will allow the
Rubenfelds to remain in their longtime home and comfortably navigate their home with increased mobility.

The Zoning Board of Adjustment ("ZBA") of the City of West University Place, Texas ("City") will hold a
public hearing in the Municipal Building, 3800 University Boulevard, City of West University Place, Texas
77005, during a meeting set to begin at 6:30 p.m. on May 26, 2022. The hearing may be recessed and
continued to a ZBA meeting set to begin at 6:30 p.m. on June 23, 2022. The purpose of the hearing is to
provide an opportunity for all persons to be heard in relation to the following matter:
