HomeMy WebLinkAbout04072022 BSC Minutes "1,he City of West University Place A Neighborhood City Building & Standards Commission Located in the Council Chambers, 3800 University Blvd, West University Place, Texas 77005 Meeting Minutes April 7,2022 MEMBERS PRESENT: Bruce Beneke, Muddy McDaniel, James Craig, Anthony Beebe, Eddie Mathews, David Flame, Johnathon Hance, Charles Marshall MEMBERS ABSENT: Gerry Spedale STAFF PRESENT: Director of Public Works Gerardo Barrera, City Attorney Counsel Katie Rutherford, City Engineer Carroll Harrison, Chief Building Official Alfonso Acosta, Permit Technician Lisa Ray GUESTS PRESENT: Director-General Services Division Harris County Jon Steiber, Darrell Hanh [Call to Order] Bruce Beneke called the meeting to order at 6:00p.m. 1. Notices, Rules, Etc. Bruce Beneke welcomed BSC members and staff to the meeting, reviewed rules and meeting procedures. Attendees introduced themselves. 2. Flood Damage Prevention. Harris County's Director-General Services Division, Jon Steiber gave a power-point presentation concerning the criteria to adopt Harris County's drainage regulations and development standards. Mr. Steiber relayed the importance of updating measures to prevent flooding and that failure to adopt Harris County's guidelines may hinder a city's grant eligibility for future drainage and flood control projects. New Flood Plain maps will be issued, potentially later this year, which will be based upon the latest rainfall data. He expects updated standards to be set within 1-1 'Y2years. Board members discussed and asked questions about the impact adopting these standards could have on development. Jon Steiber offered to estimate the potential impact on West U's BFE standards if we provided him with details of five to eight properties spread throughout city. Eddie Matthews made a motion for the building department to provide base elevations certificates and/or other construction information that would help understand the potential effects on new development and remodels. Jim Craig made a motion to approve the January 6, 2022 meeting minutes. Anthony Beebe seconded. AYES: Bruce Beneke, Muddy McDaniel, James Craig, Anthony Beebe, and Eddie Mathews NOES: None. ABSTAIN: None. MOTION CARRIED. Eddie Matthews made a motion to adjourn. James Craig seconded. AYES Bruce Beneke, Muddy McDaniel,James Craig,Anthony Beebe,and Eddie Mathews.NOES:None.ABSTAIN: None.
