Meeting Minutes : March 11 , 2021 City of West University Place Public Works Department Zoning & Planning Commission MUNICIPAL BUILDING 3800 UNIVERSITY BOULEVARD MEETING MINUTES March 11,2021 MEMBERS PRESENT: Richard Wilson, John Cutrer, Winfield Campbell, Sylvette Bobb, David Kuykendall, Bob Powell and Brian Brantley STAFF PRESENT: Legal Counsel Scott Bounds, Chief Building Official Clay Chew, Administrative Coordinator Josie Hayes and Zoning Official Evan Duvall 1. Notices, Rules, Etc. Richard Wilson; Presiding Officer, called the meeting to order at 6:16 p.m. and asked commission members and staff to introduce themselves. Richard Wilson asked staff to confirm that appropriate notices were given. Josie Hayes stated notices were posted per state and local laws. 2. Through-lots and rear setbacks. Evan Duvall gave a brief updated regarding the proposed changes from the last meeting. The ZPC briefly discussed the proposed final draft ordinance report for through lot. Richard Wilson made a motion to approval the final report with the modifications and forward it to City Council for approval. Second by John Cutrer. AYES: Richard Wilson, John Cutrer, Winfield Campbell, Sylvette Bobb, David Kuykendall, Bob Powell and Brian Brantley. NOES: None. ABSTAIN: None. Motion carried. 3. Pervious coverage/materials and open area. Evan Duvall gave a brief update regarding the proposed changes from the last meeting. There was general discussion regarding the proposed draft ordinance for pervious coverage/materials and open area. ZPC discussed increasing the pervious area to 45%. Richard Wilson made a motion to approve the Option B final report and forward it to City Council for approval. Second by John Cutrer. AYES: Richard Wilson, John Cutrer, Winfield Campbell, Sylvette Bobb, David Kuykendall, Bob Powell and Brian Brantley. NOES: None. ABSTAIN: None. Residential side-street yards adjacent to front yards and fencing. Evan Duvall gave a brief update regarding the proposed changes from the last meeting. After general discussion, the ZPC asked for additional information to be discussed at the next meeting. 5. Minutes. The commission reviewed the minutes of the meeting held on February 11, 2021. Richard Wilson made a motion to approve the meeting minutes. Second by Brian Brantley. AYES: Richard Wilson, John Cutrer, Winfield Campbell, Sylvette Bobb, David Kuykendall, Bob Powell and Brian Brantley. NOES: None. ABSTAIN: None. Motion carried.
