CITY COUNCIL MEETING MINUTES
The City Council of the City of West University Place, Texas, met in a regular meeting on Monday,
December 6, at 5:30 p.m., in the Municipal Building at 3800 University Boulevard, for the purpose of
considering the agenda of items listed. The meeting was held in person, but the public was also able
attend via Zoom.
Agenda of Items:
1. Call Meeting to Order
Mayor Sample called the meeting to order at 5:30 p.m. In attendance were Mayor Pro Tem Montgomery
and Councilmembers Barnes, Bell, and Carroll.
Staff in attendance were City Manager Beach, City Secretary Gilliam, City Attorney Scott Bounds,
Assistant to the City Manager Thompson, Parks and Recreation Director White, Public Works Director
Barrera, and Police Chief Walker
2. Pledge of Allegiance – Children in the audience led the Pledge.
3. Public Comments
This is an opportunity for citizens to speak to the Council relating to agenda and non-agenda items.
There were no comments from the public.
4. Amendments to Chapter 46 of the Code of Ordinances, Motor Vehicles and Traffic
Matters related to the first reading of an ordinance amending Chapter 46 of the Code of Ordinances,
Motor Vehicles and Traffic, as it relates to the parking of heavy vehicles. Recommended Action: Approve
the amendments to Sections 46-1 and 46-48 of the City’s Code on the first of two readings. Mr. Ken Walker,
Police Chief
Police Chief Walker presented and said the proposed changes to Section 46-1 and Section 46-48 will
clarify the definitions of “heavy vehicle” and “recreational vehicle,” and recommended that Council adopt
the changes on the first of two readings of the ordinance.
Councilmember Bell had questions regarding other vehicles considered recreational vehicles and after
discussion, Council requested that the city attorney and staff look into state law and local ordinances for
Council to review before taking any action. No action taken.

5. Amendments to Chapter 6 of the Code of Ordinances, Advertising and Signs
Matters related to the first reading of an ordinance updating Section 6-21 of Chapter 6 of the Code of
Ordinances as it relates to political signage. Recommended Action: Approve the amendment of Chapter 6,
Section 6-21 of the City’s Code of Ordinances on the first of two readings. Mr. Gerardo Barrera, Public Works
Director
Public Works Director Barrera presented and said this housekeeping procedure is to mirror Texas
Election Code 253.003 regarding political signage.
City Attorney Bounds explained that the Texas legislature has placed in the Texas Election Code a
provision that a City cannot have an ordinance that restricts certain political signs and this ordinance
parrots what those state limitations are.
Councilmember Bell moved to approve this amendment to the ordinance on the first of two readings.
Mayor Pro Tem Montgomery seconded the motion. MOTION PASSED.

6. Consent Agenda
All Consent Agenda items listed are considered to be routine by the City Council and will be enacted by
one motion.
A. City Council Meeting Minutes
Approve City Council Minutes of November 15, 2021. Recommended Action: Approve City Council
Minutes of November 15, 2021. Ms. Thelma Gilliam, City Secretary
B. Zoning Board of Adjustment Rules of Procedures
Matters related to Zoning Board of Adjustments rules regarding what constitutes a variance.
Recommended Action: Approve the changes to the rules of procedure for the Zoning Board of Adjustment.

C. Election of Harris County Appraisal District Board of Director
Matters related to a resolution electing Mike Sullivan to serve on the HCAD Board of Directors to
represent cities other than Houston. Recommended Action: Adopt resolution casting the City’s vote for
Mike Sullivan to serve as a member of the Board of Directors of the Harris County Appraisal District to represent
cities other than Houston or to discuss and take any other desired action. Mr. Dave Beach, City Manager
D. Interlocal Agreement for Grant Funding Through the Texas State Energy Conservation Office
(SECO)
Matters related to a SECO Interlocal Agreement. Recommended Action: Approve the Interlocal
Agreement with the Texas State Energy Conservation Office and authorize the City Manager to execute the
contract. Mr. Gerardo Barrera, Public Works Director
Councilmember Barnes moved to approve the Consent Agenda as presented. Councilmember Bell
seconded the motion. MOTION PASSED.

7. Adjourn Meeting
With no other business before the Council, Councilmember Bell moved to adjourn the regular meeting
at approximately 5:44 p.m. Councilmember Barnes seconded the motion. MOTION PASSED.

Absent: None
Immediately following the meeting, Council attended the Christmas Lighting ceremony at Friends Park.
