Appendix A, Article 2, Section 2-102 Certain Terms, Single-detached use. (2) There is no multiple utility service on the building site. Variance Request Applicant is requesting a variance to install a second gas meter for a back-up generator. (1) The ZBA has made all findings and determinations required by state law for the granting of a variance. A "special condition" or "hardship" that is self-created, personal or based only on financial reasons is not sufficient to support the issuance of a variance. (2) The ZBA has made any additional findings and determinations required by a specific provision of this section which relates to the variance. (3) The variance has been reduced to writing and includes any conditions prescribed by the ZBA or required by this section for the variance in question. The findings to grant a favorable result for this application are as follows: (1) The ZBA must find that a literal enforcement of the ordinance would result in an unnecessary hardship. (2) By granting the variance would the spirit of the ordinance be observed and substantial justice done? I started this process because my husband was under hospice care in the house but when he passed away I unfortunately put it on hold. My contractor is now ready to go ahead but they have told me I need a variance to install a 2nd Gas meter. I am sure there is some reason for only 1 meter but as times have changed and more and more people want these backup generators I hope the city takes a new look at this situation and how locations of the units can affect the owners and their neighbors. I compare this situation to when the city allowed owners to elevate A/C units behind garages without thinking of the impact of aesthetics and noise to the surrounding neighbors. I know each situation is unique and challenging on these small lots but I am asking for your consideration when the addition of a 2nd gas meter would be much less a hardship on me and make most sense for myself and neighbors. I am very uncomfortable about location of natural gas and having this big unit and fumes near my house and laying additional lines near my home is frightening. My adjacent neighbor and myself purchased a lot and split it several years ago, so I have ample room on the side yard to put the generator.This location would give me peace of mind and it would also be the safest and best location for my surrounding neighbors. I am writing to support Becky's request for a 2"d gas meter in order to more easily facilitate the installation of a backup generator. She does not want to install the generator in her small backyard because it will be near her back door and also mine, but rather in the corner of her larger side yard where it would be much less a disruption. It would really worry me to have trenching done to lay a new gas line along our common boundary and under many mature Holly trees. I , like Becky,am very nervous about laying more gas lines in close proximity to our homes, if there is a better solution. As I understand it she can just put a gas meter in the corner of her side yard and hook into the main line already there in the back.This seems to make the most sense and would not disrupt the lives of neighbors like me. As a 75 year West University resident and a soon to be 100 year old"youngster", I implore you to allow her to do this and place the generator in a place best for her and surrounding neighbors.
