via teleconference due to the Coronavirus(COVID-19) health threat and in the Municipal Building
December 10,2020
MEMBERS PRESENT: Richard Wilson, John Cutrer, Winfield Campbell, Sylvette
Bobb, David Kuykendall, Bob Powell and Brian Brantley
STAFF PRESENT: Legal Counsel Alan Petrov, Chief Building Official
Clay Chew, and Administrative Coordinator, Josie M.

GUESTS PRESENT: Dick Yehle, Hugh Tanner and Reid Wilson
1. Notices,Rules,Etc.Richard Wilson; Presiding Officer, called the meeting to order at 6:17
p.m. and asked commission members and staff to introduce themselves. Richard Wilson
asked staff to confirm that appropriate notices were given. Josie Hayes stated notices
were posted per state and local laws.
2. Pervious coverage/materials and open area. Evan Duval with BBG summarized the
additional information that was requested by the ZPC. A larger sampling of pervious area
on existing West University Place homes was provided to the ZPC which also included the
open area calculations. ZPC requested that a sampling of homes with detached garages be
provided at the next meeting.
3. Residential side street yards adjacent to front yards and fencing. Evan Duvall with
BBG summarized the additional information that was requested from the ZPC. Bob Powell
explained the pictures that he provided for the packet. Three residents who spoke in favor
of this agenda item stating the current ordinance was a safety issue; Dick Yehle, Hugh
Tanner and Reid Wilson.There was general discussion regarding corner lot fences and how
they affect homes on the adjacent side streets. This condition exists on many corner lots in
West University Place and has not previously been a safety issue. After general discussion,
John Cutrer made a motion to take no action on this agenda item. Second by Brian Brantley.
AYES: John Cutrer, Winfield Campbell, Sylvette Bobb, Bob Powell and Brian Brantley.
NOES: Richard Wilson and David Kuykendall. ABSTAIN: None. Motion carried.
4. Minutes. The commission reviewed the minutes of the meeting held on November 16,
2020. Richard Wilson made a motion to approve the meeting minutes. Second by John
Cutrer. AYES: Richard Wilson, John Cutrer, Winfield Campbell, Sylvette Bobb, David

Richard Wilson made a motion to adjourn. Second by John Cutrer. AYES: Richard
Wilson, John Cutrer, Winfield Campbell, Sylvette Bobb, David Kuykendall, Bob Powell
and Brian Brantley. NOES: None. ABSTAIN: None. Meeting adjourned at 7:24 p.m.
