AN ORDER OF THE MAYOR OF THE CITY OF WEST UNIVERSITY PLACE, TEXAS
WHEREAS, on March 11, 2020, the County Judge of Harris County Texas declared a
local state of disaster pursuant to the provisions of Chapter 418, Texas Government Code and in
response to the imminent threat to public health and safety posed by COVID-19; and
WHEREAS, on March 17, 2020, the Mayor of the City of West University Place, Texas
issued a mayoral proclamation declaring a local state of disaster due to public health emergency
for the City of West University Place, Texas in response to, and to help prevent and control,
COVID-19; and
WHEREAS, on March 23, 2020, the City Council of the City of West University Place,
Texas passed a resolution continuing the Declaration of Local State of Disaster executed by the
Mayor in response to the threat posed by COVID-19; and
WHEREAS, on March 24, 2020 the County Judge of Harris County, Texas issued a Stay -
At -Home Order for all of Harris County, including the City of West University Place, Texas, to
protect public health and safety; and
WHEREAS, the Mayor of the City of West University Place, Texas has determined that
the recommendations of the State for social distancing and meeting outside are in the best interest
for health and safety; and
WHEREAS, the Mayor of the City of West University Place, Texas has further determined
that it is difficult, if not impossible, to maintain social distancing while participating in basketball in
the City owned parks.
NOW THEREFORE, I, MAYOR OF THE CITY OF WEST UNIVERSITY PLACE TEXAS,
HEREBY FIND AND ORDER:
SECTION 1. That, the findings and recitals set out in the preamble of this Order are
found to be true and correct and are made a part hereof for all purposes.
SECTION 2. That recommended guidelines for the Centers of Disease Control (CDC)
on social distancing to prevent the communal spread of COVID-19 are not able to be maintained
properly during participation in basketball.
SECTION 3. That basketball will not resume on City owned parks and that the basketball
hoops will remain inoperable for the duration of this Order.
SECTION 4. That, in accordance with Chapter 418, Texas Government Code, this Order
shall take effect immediately at 4:00 am on October 23 , 2020 and shall terminate upon the
expiration of the City of West University Place declared emergency related to the COVID-19 virus
referenced herein.
