IN THE WATER' OPERATING FUND OF THE CITY AVAILABLE FOR APPROPRIATION TO DEFRAY THE EXPENSE OF REf.\10VING THE PUMl?S ,DISCHARGE. COLUMNS AND PUMP SHAFTING FROM 'WATER WELLS 5 AND 6,AND MAKING NECESSARY ~AIR,S; ,DETERMINING THAT THE WORK OF REMOVING SAID PUMPS CAN BK ACCOMPLISHED EFFICIENTLY AND ECONOMICALLY ON A FORCE ACCOUNT BASIS; SELECTING THE ,FIRM OF LAYNE-TEXAS COME?ANY,., INC. , HOUSTON, TEXAS, TO PERFORM SAID WORK, BY FURNISHING THEIR SERVICES AS AN INDEPENDENT. CONTRACTOR;' , AND FINDING AND , DECLARING' THE URGENCY .OF THE WORK. . WHEREAS, the City Mariager of the City of West University Place has brought to the attention of the City Commission the ,neceslsity and desira- bility of performing certain necessary repairs to Water Wells 5 and 6 of the City of West University Place by removing the pumps, discharge col- umns and shaftings from said water wells for inspection to determine the needed r:epairs; . and ^ . L WHEREAS, upon study and examination by the City Commission of the records maintained on the repair and operation of Water Well NUmber 5, it has been determined that the last work performed on Water Well Number 5 was January 20, 1957, at which time the pump was lowered to a depth of 400 feet by the installation of a~ditiDnal discharge colUmn, shaft and shafting colUmn and performing other,needed r~p~irs;and WHEREAS, upon study and examination by the City Commission of the records maintained on the repair and operation of Water Well Number 6, it has been determined that the last work performed on Water Well Number 6 was May 15, 1954, at which time the pump was lowered to a depth of 340 feet by the installation of additional discharge column, .shaft and shaft col- umn andperforming other needed repairs; and WHEREAS, it has come to the attention of the City Commission that both Water Wells. Number 5 and 6 have been producing unusuar .amounts of sand which causes excessive wear on the pump and creates an expens'ive and unnecessary hardship on citizens as a result of sand getting into water lines and plumbing fixtures; and WHEREAS, the summer season is approaching, during which excessive demands are made on Water Wells Number 5 and 6 to produce additional ~uan- tities of water for use and consumption by residents; and J WHEREAS, acceptable standards for preventive maintenance re~uire removal, inspection and repairs to water well pumps not less than once every five years, in rotation: .JJllIlIIl',; " I r t42: NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF WEST UNIVERSITY PLACE, TEXAS: o Section 1. That the Clty Commission of the City of West Univer- sity Place hereby finds ~nd ,determines that the necessity exists for removing the pumps, discharge columns and pump shaft in water wells number 5 and6~for insp~ction and repair, in accordance with the rec- ommendation of the City Manager and ba~ed upon records of the city indi- cating the dates on which maint~nance last, occurr~d on the said water wells, pumps and ,appurtenance,s further justifies action of the City Commission in s~lecting a <;Lualified, independent contractor to remove the pumps, discharge columns and shafting from Water Wells Number 5 and 6 to determine and perform the necessary maintenance work. Section 2. That the sum of $15,000 as an estimated amount as the cost to be incurred in removing'and repairing the pumps and dis- charge column and shafting in Water Wells 5 and 6 be,and,the same is hereby, authorized and appropriated out of the Wat$r Fqnd Of the City to defray such expense. Section 3. That the services of Layne-Texas Company, Inc., Houston, Texas, are hereby engaged for the purpose of removing the : pumps and making necessary repairs to water, wells 5 and 6, said charges for work to be performed shall be in accordance with Layne-Texas,Com- pany, Inc., Standard Service Contract Schedule C.B. No.4, Class R, which sets forth the charges for rig and crew and associated services, exclusive of charges for parts and materials re~uired, for the proper rehabilitation, repair and maintenance of the pumps, column..and shaft ih Water Wells Number 5 and 6. o Section 4. The Mayor and City Manager are hereby authorized and directed to enter into a written contract with the Layne-Texas Company, Inc., Houston, Texas, to furnish material and parts and to perform the necessary work on Water Wells Number 5 and 6, including the removal of the pumps, columns and shafting and rehabilitation of the wells in order that they will operate in a satis~actory mapner. , ,,- t> >"', A ' . That because of an impending threat to, and the pos- sibility of a pump QW well failure, an urgency is now determined to exist, and therefore this ordinance shall become effective immediately upon its passage and approval. , PASSED AND APPROVED ~IS 10th day of February, 1964.
