ORDINANCE NO. 1442
AN ORDINANCE RELATING TO PLUMBING AND GAS REGULATION; AMENDING
THE CODE OF ORDINANCES OF THE CITY OF WEST UNIVERSITY PLACE,
TEXAS, ADOPTING CERTAIN STANDARD CODES WITH AMENDMENTS; AND
CONTAINING FINDINGS AND PROVISIONS RELATING TO THE SUBJECT.
WHEREAS, the City Council desires to update Chapter 17 of the
Code of Ordinances by adoption of new codes;
NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WEST
UNIVERSITY PLACE, TEXAS:
Section 1. That the reference to the "1988 edition" of the
Standard Plumbing Code appearing in the first sentence of Section
17-16 of the Code of Ordinances of the City of West University
Place, Texas is hereby amended so that it shall read "1991 edition".
Section 2. That Section 17-17 (relating to exceptions) of
the Code of Ordinances of the City of West University Place, Texas
is hereby amended to read in its entirety as follows:
Section 17-17 Same - Exceptions
The following exceptions are made from the Standard
Plumbing Code adopted by this article:
(1) Provisions relating to the manner of applying for
permits and the processing of permits shall be
governed by the general permit provisions of Chapter 6
of this Code, insofar as applicable.
(2) Section 401.4 the exception is not adopted.
(3) Section 414 is not adopted.
(4) The following is added at the beginning of Section
501. 1 :
IlEven though listed in Table 500, none of the
following is allowed for use within the city:
Acrylonitrile-Butadiene-Styrene (ABS) pipe &
fittings; Polybutylene pipe & fittings; Polyethylene
pipe & fi n9s; Type M copper; Lead-based pipe;
Aluminum DWV pipe & components; and Air Admittance
Valves."

The following sentence is deleted from Section 910.2
(relating to the construction of showers): "Shower

c~partments located in basements, cellars, or in
other rooms in which the floor has been laid directly
on the ground surface need not be li ned. II
(6) The following sentence is added to Section 1210.1
(relating to materials): "PVC water pipe may be used,
underground outside of the building only, in
accordance with Table 500.11
(7) Sections 1411.1, 1411.2 and 1411.3 are deleted and the
following is inserted in its place: "1411.1 Wet
Venting. Wet venting shall not be allowed except when
authorized by the plumbing official in hardship or
unusua 1 cases. II
(8) Section 1501.1 is amended to read in its entirety as
follows: The provisions of this chapter are
applicable to interior leaders, building stonm drains,
building storm sewers, exterior conductors,
downspouts, roof gutters, and other stonm drainage
fixtures and facn ities.11
(9) Section 1501.2 is amended to read in its entirety as
follows: uRoofs, paved areas, yards, courts,
courtyards, gutters, drains, and other facilities or
areas which collect water shall be drained into a
storm sewer system or into street gutters leading to a
storm sewer. U
(10) Chapter 16 is not adopted.
(11) Section 101.4 (all subsections), 103 (all
subsections), and 105 (all subsections) are not
adopted.
(12) Appendices B, C, E, and H are not adopted, all other
appendices are adopted.
(13) Sections 102.5 and 105 (all subsections) in appendix 0
are not adopted.
Section 3. That the reference to the "1988 edition" of the
Standard Gas Code appearing in the first sentence of Section 17-36
of the Code of Ordinances of the City of West University Place,
Texas is hereby amended so that it shall read "1991 edition".
Section 4. That Section 17-37 (relating to exceptions) of
the Code of Ordinances of West University Place, Texas is hereby
amended to read 1n its entirety as follows:
Section 17-37. Same - Exceptions.
The following exceptions are made from the Standard Gas Code
adopted by this article:
(1) Provisions relating to the manner of applying for permits
and the processing of permits shall be governed by the
general permit provisions of Chapter 6 of this Code,
insofar as applicable.
(2) Section 306.2 (relating to metallic tUbing) is amended by
adding the following sentence: .Copper tubing shall not be
used for a yard service line."
(3) Section 311.2 (relating to method of testing) is amended to
read in its entirety as follows: uLow pressure (not in
excess of 0.5 pSi.) gas piping shall withstand a pressure
of at least (10) inches of mercury for a period of not less
than ten (10) minutes without showing a drop in pressure,
except that the following shall apply in the case of new
construction: The newly constructed system must withstand
a pressure of at least twenty-five (25) psi for a period of
not less than ten (10) minutes without showing any drop in
pressure as an initial pressure test, and the system must
also withstand a pressure of at least ten (10) inches of
mercury for a period of not less than ten (10) minutes
without showing any drop in pressure as a final test.
Higher pressure piping must withstand a pressure of at
least ten (10) psi, but never less than twice the maximum
pressure to which the piping will be subjected in
operation, for a period of at least ten (10) minutes
without showing any drop in pressure, but the higher
pressures required for new construction, above, shall be
used to test new construction in lieu of the ten (10) psi
level prescribed by this sentence.u
(4) Section 402.8 (relating to accessibility) is amended by
adding the following sentence: MThere must be a
permanently installed stairway, either fixed or folding, to
serve attic space where appliances or equipment are
located. II
(5) Chapter 9 is totally deleted and shall be replaced by the
following: .Undi1uted 1iquified petroleum gas, or "LPGu,
shall not be used at any fixed location within the city,
except that this does not prohibit the use of such gas in
quantities of ten (10) gallons or less."
(6) Sections 101.4 (all subsections), 103 (all subsections),
and 105 (all subsections) are not adopted.
(7) Appendices B , C are not adopted; all other appendices are
adopted.

Section 7. The City Council officially finds, determines and
declares that a sufficient written notice of the date, hour, place,
subject of each meeting at which this ordinance was discussed,
considered or acted upon was given in the manner required by the
Meetings Law, TEX. REV. CIV. STAT. ANN. art. 6252-17, as
amended, and that each such meeting has open to the public as
required by law at all times during such discussion, consideration
and action. The City Council ratifies, approves, and confirms such
notices and the contents and posting thereof.
Section 8. This ordinance shall ke effect on the
following its publication, as prescribed by the City Charter.
