HomeMy WebLinkAboutORD 1412 - ORD Approving & Adopting Budget begining Jan1 1992 - Dec 31, 1992 ORDINANCE NUMBER 1412 AN ORDINANCE APPROVING AND ADOPTING A BUDGET FOR THE FISCAL YEAR BEGINNNING JANUARY 1, 1992 AND ENDING DECEMBER 31, 1992. APPROPRIATING FUNDS FOR SUCH BUDGET; CONTAINING FINDINGS AND PROVISIONS RELATING TO THE SUBJECT. WHEREAS, as required by the City Charter and state law, the City Manager has prepared and submitted to the City Council a budget with estimates of expenditures and revenues of all city divisions and activities for the year beginning January 1. 1992, and ending December 31, 1992, and WHEREAS, such budget has been timely filed with the City Secretary, the City Council has had sufficient time to review and revise such budget and notice of a public hearing upon such budget has been duly given; and WHEREAS. a public hearing has been held, and all taxpayers and interested persons were provided an opportunity to attend and participate in such hearing. and WHEREAS, public participation, input and suggestions regarding the budget have been received and considered by the City Council. the budget has been amended as desired by the City Council, but the City Council has not reduced the amount required for debt service, or for estimated cash deficit. or by law or Charter. and the City Council finds and determines that the authorized expenditures in the budget document attached to this ordinance do not exceed the total estimated income plus funds available from earlier years, NOW. THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WEST UNIVERSITY PLACE, TEXAS: Section 1. The matters and facts set out in the preamble of this ordinance are found and determined to be true and correct and are hereby approved and adopted by the City Council. Section 2. A budget for the City of West University Place, Texas, for the fiscal year beginning January 1, 1992, and ending December 31, 1992. is hereby approved and adopted in the form shown in Exhibit A, attached hereto and made a part hereof for all purposes. Funds in the total sum of $12.690,000 are hereby appropriated from the sources described in such budget for the purposes described in such budget. I i .. I III 00;'" : . Section 4. If any word, phrase, clause, sentence, paragraph, stction or other part of this ordinance or the application thereof to ohY person or circumstance, shall ever be held to be invalid or unconstitutional by any court of competent jurisdiction, the remainder of this orGinance and the appllcation of such word, phrase, clause, sentence, paragraph. section or other part of this ordlnance to any other person~ or circumstances shall not be affected thereby. Section 5. All ordinances and parts 01 ordinances in conflict herewith are hereby repealed to the extent of the conflltt only. Section 6. The City Council officially finds, det~rmines and d~clares that a sufficient written notice of the date, hour, place and subject of each nl~eting at which this ordinance was discussed, considered or acted upon was given in the manner required b) the Open heetings law, TEX. REV. LIV. STAT. ANN. art. 6252-17, dS amended, and th&t each such meeting has been open to th& public as required by law at all times during such discussion. consideration and action. lhe City Council ratifies, approves and confirms such notlces and the contents and posting thereof.
