AMENDINGORDINANCE',NUMBER 1276~ PASSED AND
APPROVED ,JANUARY 12; 1987,-CALLING AN ELECTION
WI1HIN THE CITYOF:WEST'UNIVERSITY PLACE, TEXAS,
FOR THE FOURTH (4th)'DAY OF'APRIL, 1987, FOR THE
PURPOSE OF ELECTINGA:MAYOR AND .'FOUR COUNCIL '
MEMBERS; DESIGNATING THE POLLING PLACES;
APPOINTING ELECTION OFFICIALS; CONTAINING OTHER
PROVISIONS RELATED TO SAID ELECTION; AND DECLARING
AN EMERGENCY.

WHEREAS, by Ordinance Number 1276, passed and approved on January
12, 1987, City Council ordered a general election to be held in the
City of West University Place, Texas, on the 4th day of April, 1987,
for the purpose of electing 'a Mayor and 'four (4) Council Members of
said city.; and
WHEREAS, by Ordinance Number 1276, City Council appointed persons
to serve, for this election only, as Presiding Judge, Manager, and
Tabulation Supervisor for the Central Counting Station; and '
WHEREAS, the Presiding Judge'<appointed to serve the Central
Counting Station has resigned this position.

NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WEST UNIVERSITY
PLACE, TEXAS:
SECT!ON 1. Subsection (c) of Section 2 of City of West
University Place Ordinance Number 1276, passed and approved on January
12, 1987, is hereby amended to read,as follows:
"(c) The City Council hereby appoints a Presiding Judge,
Jerry Jackson, for the Central Counting Station, which for
purposes of this election shall be located at the West
University Place City Hall, 3800 University Blvd. Opal
McKelvey shall serve as the Manager of the Central Counting
Station and Audrey Nichols as Tabulation Supervisor for the
election."
SECTION 2: If any word, phrase, clause, sentence, paragraph,
section or other part of this ordinance or the application thereof to
any person or circumstance, shall ever be held to be invalid or
unconstitutional by any court of competent jurisdiction, the remainder
of this Ordinance and the application of such word, phrase, clause,
sentence, paragraph, section or other part of this Ordinance to any
other persons or circumstances shall not be affected thereby.
SECTION 3: All ordinances and parts of ordinances in conflict
herewith are hereby repealed to the extent of the conflict only.

SECT!ON 4: The City Council officially finds, determines and
declares that a sufficierit written notice of the date, hour, place and
subject of each meeting at which this ordinance was discussed,
considered or acted upon was given in the manner required by the Open
Meetings Law, TEX. REV. CIV.' STAT. ANN. art. 6252-17, as amended,
and that each such meeting has been open to the public as required by
1 aw at alltimes during such' discussion, considerati on and acti on. The
City Council ratifies,.approvesand confirms such notices and the
contents a.nd posting thereof.' ,
Section 5. The pub11c fmportanceof this measure and the
requirements of the law create an emergency and an urgent public
necessity requiring that this Ordinance be passed and take effect as an
emergency measure, and a state of emergency is hereby declared, and
this Ordinance is accordingly passed as an emergency measure and shall
take effect and be in force immediately from and after its passage.
