'-----~ ORDINANCE NUMBER 1132 "-'t AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF WEST UNIVERSITY PLACE, TEXAS, BY THE ADDITION THERETO OF A SECTION TO BE NUMBERED 2-32; PROVIDING FOR THE RE- ORGANIZATION OF SEVERAL SINGLE FUNCTION DEPARTMENTS INTO SIX MULTI-FUNCTION DEPARTMENTS; CREATING APPROPRIATE DE- PARTMENT HEADS; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, there exists in the City of West University Place an urgent need for a systematic chain of command and an appropriate organizational format; and WHEREAS, there exists in the City of West University Place an urgent need to re-organize some several single function departments into six (6) multi-function departments by the scopes of service performed by each department; and WHEREAS, these six (6) multi-function departments shall be adminis- tered by department heads and shall be identified by the following titles: Director of Public Works, Director of Community Services, Chief of Police, Fire Chief, Director of Housing and Community Development and Director of Finance and operations; and WHEREAS, the reorganization requires an organizational plan desig- nating the chain of command, and the same is attached hereto and made a part hereof; and WHEREAS, this ordinance shall supersede and take precedence over conflicts with prior ordinances. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF WEST UNIVERSITY PLACE, TEXAS: Section I. That the Code of Ordinances of the City of West Univer- sity Place, Texas is amended by the addition thereto of a Section to be num- bered Section 2-32 and hereafter said Section 2-32 shall read as follows: "Section 2-32. That several single function departments shall be reorganized into six (6) multi-function departments. That these departments shall be identified as the Department of Public Works, Department of Community Services, Police Department, Fire Department, Department of Housing and Com- munity Development and Department of Finance and Operations. , That each of the six (6) departments shall be administered bya department head and shall be titled Director of Public Works, Director of Community Services, Chief of Police, Fire Chief, Director of Housing and Community Development and Direc- tor of Finance and Operations. Section 2. That all such previous department designations by 'ordinance are hereby declared void. Section 4. That this ordinance shall take effect and be in force from and after January 22, 1979.
