' ILLI--- -"'"j) -! ---. ----,--------r~~- . 1"""'I~\1~ ""tm,.,oon 'r< :""';~: -; : ~ ~ ~< , ~ #".~ ~'fct'.f no1)<" tJ~f;:' ORDINANCE NUMBER 1125 I: "--.J AN ORDINANCE CALLING AN ELECTION WITHIN THE CITY OF WEST ONIVERSITYPLACE~ TEXAS 'FOR THE TWENTIETH (20TH) DAY OF JANUARY, 1979, FOR THE PURPOSE OF ELECTING 'A MAYOR AND FOUR (4) COMMISSIONERS; DESIGNATING THE POLLING:'PLACES; , APPOINTING ELECTION OFFICIALS AND PROVIDING FOR THEIR PAY; PROVIDING THAT ALL DULY QUALIFIED RESIDENT ELECTORS SHALL BE QUALIFIED TO VOTE; PRESCRIBING THE FORM OF BALLOT; PROVIDING FOR NOTICE OF ELECTION; CONTAINING OTHER PROVISIONS RELATING TO SAID ELECTION; AND PROVIDING FOR AN EFFECTIVE DATE BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF WEST UNIVERSITY PLACE, TEXAS: Section 1. That a general election shall be held in the City of West University Place, Texas on the 20th day of January, 1979, for the purpose of electing a mayor and four (4) Commissioners of said city. Section 2. That said election shall be held in each of the four (4) election precincts heretofore established by the Commissioners' Court of Harris County, Texas, and the following presiding election judges and alternate presiding election judges be appointed to wit: Voting Precinct #183 West University Community Building 6104 Auden o Mrs. Sally McCandless 'Mr. Stanley McCandless Presiding Judge Alternate Presiding Judge Voting Precinct #133 City Hall 3800 University Boulevard Ms. Emily Stokes Ms. Janice Baggett Presiding Judge Alternate Presiding Judge Voting Precinct #87 West University Elementary School 3756 University Boulevard Mr. Vincent Fromen Mr. William E. Watson Presiding Judge Alternate Presiding Judge Voting Precinct #15 St. Andrew's Presbyterian Church 5308 Buffalo Speedway Mr. Charles Orsburn Mr. Ramsey Elder Presiding Judge Alternate Presiding Judge u . " !:'~~"'.?I ~:~,~~iA 'j, 'fl~'~(J' Each polling place and the polls thereat shall be open from 7: 00 a. m:"1 to '7 M6~ . p.m. on said election date. There shall be no less than two (2) clerks for each election precinct to be appointed by the presiding judge for each such precinct. Section 3. The judges and clerks of said election shall receive compensation for conducting the election and filing the returns in accordance with the provisions of Article 3.08 of the Texas Election Code, titled Pay of Judges and Clerks. Section 4. It is hereby determined by the City Commission that voting on the day of said election shall be by use of voting machines, that absentee voting shall be by use of paper ballots and that the ballots of said election shall conform to the requirements of the Texas Election Code and shall have printed thereon in English and in Spanish the names of the candidates and the office for which each candidate is seeking election. The period for absentee voting by personal appearance shall, begin on the twentieth day and shall continue through the fourth day preceding the date of the election; provided, however, that when the twentieth day falls on a day which is not a regular working day for the clerk's office, the absentee voting by personal appearance shall begin on the next, succeeding regular working day. '. ~ it; I I I Absentee voting shall be conducted by a clerk for absentee voting, namely, }1rs; Lee Lockard, and by a deputy absentee voting clerk, namely, Mrs. Opal McKelvey, and the place at which the absentee voting shall be conducted shall be the City Hall, West University Place, Houston, Texas 77005, which is also the absentee voting clerk's mailing address to which ballot appli- cations and ballots voted by mail may be sent. Said clerk shall keep said office open for at least eight (8) hours, that is, from 8:00 o'clock a.m. to 6: 00 0' clock p.,m., on each day for absentee voting which is not a Satur- day, a Sunday or an official state holiday; provided, however, except as authorized by Article 5.05, Subdivision 3d, Texas Election Code, said Clerk shall not permit anyone to vote absentee by personal appearance on any day which is not a regular working day for the clerk's office, and under no cir- cumstances shall the clerk permit anyone to vote absentee by personal appear- ance at any time when said office is not open to the public. Section 5. All resident, qualified electors of the City shall be entitled to vote. Section 6. This ordinance was read once by the City Commission and shall take effect immediately. ~" It Ii I' Section 7. Notices of said election shall be given by posting a Notice containing a substantial copy of this ordinance in English and in Spanish at the City Hall, West University Place, Texas, by posting a substantial copy of this ordinance in English and in Spanish in each of the election precincts of said City not less than thirty (30) days prior to the date on which said election is to be held, and same shall likewise be published in English and in Spanish in a newspaper or newspaper published in Harris County, Texas, of general circulation in the City, and designated as an official newspaper of the City in accordance with the City Charter, said publication to be made not later than thirty (30) days prior to the date set for said election. Dunn, Mayor of the City of West University Place, Texas by virtue of the power vested in me by law, do hereby order that a Regular City Election be held in the City of West University Place on Saturday, January 20, 1979, for the purpose of electing the following officers of said city: Mayor Four (4) members of City Commission and, that said Election shall be held at the following polling places in said City: Precicnt 15 Precinct 87 St. Andrew's Presbyterian Church, 5308 Buffalo West University Elementary Schoo, 3756 Uni- versity Boulevard City Hall, 3800 University Boulevard Community Building, 6104 Auden ~:: 'i " f: Precinct 133 Precinct 183 and the following persons are hereby appointed Judges thereof: Precinct 15 Precinct 87 Precinct 133 Precinct 183 Mr. Charles Orsburn Mr. Vincent Fromen Ms. Emily Stokes Mrs. Sally McCandless The presiding Judge in each voting precinct conducting said election shall appoint an Alternate Presiding Judge and two (2) clekrs. ELECTION NOTICE The City Secretary is hereby directed and instructed to post apreperly executed copy of the Order and Notice of Election at the Community Building, 6104 Auden;.WestUniversity Elementary School,3756 University; City Hall, 3800 University Boulevard; and St. Andrew's Presbyterian Church, 5308 Buffalo Speedway, the places where this election will be held. Said notice shall be posted thirty (30) days before the date of said Election.
