AN ORDINANCE AurHORIZING THE .CITY COMMISSION OF TEE CITY OF
, ,
WEST UNIVERSITY PLACE, TEXAS, ACTING FOR A:ND ON BEHALF OF
SAID CITY" TO ENTER INTO ALL NECESSARY AGREEMENTS WITH TEE
STATE DEPARTMENT OF PUBLIC WELFARE RELATIVE TO FEDERAL OLD-
AGE AND SURVIVORS" INSURANCE BENEFITS UIlJDER TEE PROVISIONS OF
APPLICABLE STATE AND FEDERAL LAWS; AurHORIZING TEE MAYOR TO
EXECtlTE ALL SAID NECESSARY AGREEMENTS A:ND INSTRUMENTS FOR
,AND ON BEHALF OF SAID CITY COMMISSION AND CITY; DIRECTING
THE CITY TREASURER TO MAKE: ASSESSMENTS, COLLECTIONS, AN.D
REPORTS; 'AND ORDERING TEE ALLOCATION AND SETTING ASIDE OF
SUFFICIENT MONEY FROM AVAILABLE FUIilDS TO CARRy OUT THE PRO-
VISIONS OF SAID LAWS, SUCH MONEY TO BE SET ASIDE .AND MAIN-
TAINED IN THE REGULAR CITY DEPOSrrORY .AND TO BE KNOWN AS
THE CITY OF WEST UNIVERSITY SOCIAL SECURITY FUIilD.
WEEREAS, under the provisions of (1) House Bill 603, Acts 52nd Leg., R.S.
1951, and (2)_Public. Law 734, 8lst Congress, ch. 809, 2d, H.R. 6000, incorporated
cities of this State may enter into agreements with the State Department of Public
Welfare and secure the benefits of Federal Old-Age and Survivors Insurance, as
outlined in said laws; and
WEEREAS, it is the opinion of this City Commission that the extension of
this O~d Age and Survivors Insurance System will be of great benefit not only to
the employees of the municipality but to the municipality, by attracting to it
and enabling it to retain the best of personnel and thus increase the efficiency
of its government; and it is deemed that the payment by the municipality of its
p~rtion of the cost of said system is a payment for municipal purposes.

WEEREAS,,_it is the desire of this City Commission to 'authorize the
making of any and all necessary agreements in order to secure the benefits of
said acts; therefore,
TEXAS :
BE IT ORDAINED BY TEE CITY COMMISSION OF TEE CITY OF WEST UNIVERSITY PLACE,
Section 1 That the City Commission acting for and on behalf of the City of West
, University Place shall enter into all necessary agreements with the State Depart-
ment of Public -Welfare for the purpose of carrying out the prOVisions of the above
mentioned acts.
~ecti9n 2 That Honorable James W. Hammond, Mayor, is hereby appointed as Agent of
the City Commission and of the City to execute all necessary agreements and instru-
ments for and in behalf of said City Commission and City.
f2ection....l That the City Treasurer is hereby directed to be the person responsible
for making aspessments, ,collections, payments, and reports as required by the
State Department of Public Welfare.

Section 4 That a sufficient sum. of money be allocated and set aside from avail-
able funds for the purpose of carrying out the provisions of the above-mentioned
acts, such mopey so allocated and set aside to be known as the City of West Uni-
versity Social Security Fund, which fund shall be set aside and maintained in
the regular city depository.
