OF WEST UNIVERSITY PLACE, TEXAS; AUTHORIZING THE CITY MANAGER ,AND CITY ENGINEER TO OBTAIN TEE SERVICES OF A COMPETENT WATER WELL DRILLING COMPANY TO DRILL A NECESSARY WATER WELL TO THE APPROXIMATE DEPI'H OF 400 FEET AND MAKE: NECESSARY REPAmS TO TEEEXISrrING WELL PUMP; AND PURCHASE OF A NEW PEERLESS PUMP Al'ID MoTOR WITH NECESSARY FITi'INGS TO PUMP FINAL EFFLU- ENT FROM TEE ,PLA:NT; APPROPRIATING TEE SUM OF $3500 FROM TEE WATER -SEWER FUJID; AUTHORIZING PAYMENr OF, SERVICES REIilDERED AND, MATERIALSAlID ~UPPLms PURCHASED FOR SUCH EMERGENCY CON- STRUCTION AND REPAIRS, .AND DECLARING AN EMERGENCY. W~BEAS, tjj;'phble has been encouni:;ered with maintaining the water well and pump located at the Sewage Disposal Plant, and, the said well was drilled in 1949 to a depth of 225 feet and the pump set at 133 feet, and records indicate that a con- , siderable amount, of money has been expended on lowering the pump and malting peri- odical repairs" and_ WHEREAS, it was determined that the well no longer produces water, by the result of a test made by the Layne .Texas Company" and that said well was acidized to restore its life, without appreciable results, and WHEREAS, the attention of the City Commission has been called to the neces-. sity and urgency of having,a >fresh water supply for the Sewage Disposal Plant, and the City Commission Pas instructed the City Manager to determine the cost of buying water from the City of Houston, as compared to drill;ng another water well, and , WHEREAS" the City Manager received authority from the City of Houston on October 27" 1957, as contained in a letter from F. M. Baldwin, Director of utilities, to purchase water at an average rate of 4~per thousand gallons, and WHEREAS, it has been determined upon competent advice that the final efflu- ent can be":used to supplement a fresh water supply in operation of the chlor~nation system, th€ ratio of final effluent to fresh water being approximately four to one, and WHEREAS" the City Engineer has submitted the estimated cost for drill;L-ng a new water well to a depth of 400 feet and the necessary cost of another pump and motor to pump the final effluent which is s-et forth as follows: .J ~ I L--' I------.J <3'4- LJ' lIBids received for drilling Water Well at Disposal Plant Layne Texas Company. $2,750.00 2,340.00 ...... Section 2 That the City Manager be authorized to purchase an 80-gallon GPM - -, ;. [.F,!;mli:N.ln~F,lf o o o J 13 ::::.,<, '-,.:'.0; Peerless Pump with motor, with necessary fittings required to pump the final ef- fluent for use in the chlorination system. Section 3 That there is hereby appropriated an estimated sum of $3500 from the Water-Sewer Fund to pay for all personal services, labor" mate~ials and equipment required to obtain another water supply at the Sewage Disposal I>~ptby .the drilling of a new water well and the installation of a pump to pump final effluent. ,'~ Section 4 That the City Manager be and he;is'hereby authorized u~on being advised by the City Engineer that saidwQrk, construction and drilling of the wa~er well has been completed and approved, to pay the Pomeroy Drilling Company and other st1.ppliers for equipment and,materi~ls furnished, upon presentation of proper in- voices, and that the same be paid fro~ the funds appropriated for this purpose from the Water-Sewer Fund. Section 5 Inasmuch as the need for a water supply constitutes an emergeQcy, this orq.inance shall take effect and be in. force immediately from and after its passage by the City Commission of the City of West University Place, Texas.
