FROM BUFFALO SPEEDWAY TO BELMONT ST. AS A ONE WAY STREET FOR WESTBOUND TRAFFIC; GRANTING AUTHORITY TO THE CITY MANAGER' AND CHIEF OF POLICE TO REGULATE TEE OPERATION Al'ID PARKING OF MarOR VEHICLES BY THE ERECTION OR PLACING OF SIGNS, SIGNALS, MARKERS Al'ID arHER . AUTHOR.: lZED TRAFFIC CONrROLDEVICES; CONTAINING SEVERABILITY CLAUSE;' Al'ID PROVIDING FOR THE EFFECTIVE DATE HEREOF. liHEREAS, certain construction work is presentlyb~ing done on Bissonnet St. and Richmond Road which has necessitated the closing of such thoroughfare to through traffic; and 'WHEREAS, an extremely heavy flow of vehicular traff:i,e has bee,n diverted onto certain streets in the City of West University Place, Texas by reason of,such construction work and has created a dangerous condition both as to the proper control of such excessive flow of traffic and the maintenance of streets which are not norma~ly used as thoroughfares; and WHEREAS, it is the desire of the City Commission of the City of West University Place, Texas to grant to the City Manager'and the Chief of Police the necessary authority to cope with the emergency situation which now exists relative to the excessive flow of traffic: NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF . WEST UNIVERSITY PLACE, TEXAS: Section 1: The City Manager and Chief of Police are hereby authorized and directed to place an official traffic control sign containing the woruSTOP at the intersection of Sunset st., and Edloe St., which signs shall be so placed as to control,traffic approaching such intersection on Sunset Blvd., from an easterly or westerly direction. Section 2: Sunset Blvd., is hereby designated to be a one way street from Buffalo Speedway to Belmont st., and traffic thereon shall move only in a westerly direction. Sectioni: The Chief of Police, by and with the consent of the City Manager, except as otherwise directed from time to time by the City Council and City Manager, shall have power and is hereby authorized to regulate the operation and parking of vehicles within the corporate limits of the city by the erection , . or placing of signs, signals, markers, and other authorized traffic control devices in the following specified instances: (a) Designation of areas where parking is 'prohibited pr limited. (b) Designation of one way streets, through streets, stop streets, U turns, play streets, school zones, hospital zones, quiet zones, cross forks, safety zones and truck routes. (c) Installation and proper timing and maintenance of traffic control devices. JTI 1---1 .' I -.. -- -- - - ----~.------rTr'---.-- }S; (d) Marking off of traffic lanes indicating the flow of traffic. (e) Closing of stre~ts to vehicular or pedestrian traffic for ' temporary period of time. III ,UJ (f) Regulation of traffic during emergencies notwithstanding other regulations. Section, 4: The existence of such signs, signais, markers or markings at any place within the corporate limits of the city shall be prima facie evi- dence that such signs or markers were erected or placed by and at the direction of the Chief of Police and City Manager and in accordance with the prov.isions of these sections. Section 5: Any person failing or refusing to comply with' the directions indicated or any sign or marker erected or plac~d in accordance with the pro- visions of this ordinance when so placed or erected shall be guilty of a misde- meanor and upon conviction of a violation of any provision of this ordinance shall be punished by a fine of not less than $1.00 nor more than $200.00. Section 6: If any section or provisions, or parts thereof in this ordinance shall be adjudged invalid or unconstitutional, such invalidity or uncon- stitutionality shall not affect the validity of the ordinance as a whole or of any other- section or provision or part hereof. Section 7: This ordinance shall take effect from and after its passage 0 and approval and proper publication. PASSED AND APPROVED THIS 24th DAY OF SEPrEMBER, 1956.
