ORDINANCE NO. 655
AN ORDINANCE FINDING AND DETERMINING TEE NECESSITY FOR
CERTAIN EMERGENCY CONSTRUCTION AND.REPAIRS TO THE SANITARY
SEWER SYSTEM OF TEE CITY OF WEST 'lJ}l.lIJERSITY PLACE, TEXAS;
AtlTHORIZING THE CITY SECRETARY TO OBTAIN THE SERVICES OF
A COMP.ETENT OGINEERING FmM TO EFFECT TEE SAME ON A FORCE
ACCOUNT BASIS; AtlTHORIZING PAYMENT OF SERVICES RENDERED IN
CONNECTION WITH SUCH EMERGOCY CONSTRUCTION AND REPAIRS;
AND DECLARING AN EMERGOCY.
WHEREAS, by virtue of a break in a line from the wet well of the
Sanitary Sewer System of the City of West University Place, Texas, located
at Duke and Vanderbilt Streets, certain emergency construction and re~irs
as reeommended by the City Engineer have been rendered necessary;,and
WHEREA.S, b~c~use of the emergency created by said break it is
necessary that the repairs be effected on a force account basis; and
WHEREAS, the City Secretary and City Engineer of the City of West
University Place have made inquiries as to a competent firm of engineers to
effect such construction and repairs, and have recommended to the City
Commission of said City that Russ Mitchell, Inc. be employed for this pur-
pose; and

WHEREAS, the re~ir of' the said Sanitary Sewer System is a matter
vital to public health and, therefore, constitutes an emergency:
NOW, THEREFORE, BE IT ORDAJM:D BY THE CITY COMMISSION OF THE CITY
OF WEST UNIVERSITY PLACE:
1. That the City Secretary be and he is hereby instructed to ob-
tain the services of Russ Mit~hell, Inc. on a force account basis to effect
the necessary emergency construction and repairs to the Sanitary Sewer System
caused by the break of a line connected with the wet well located at Duke
and Vanderbilt Streets in the City of Wes~ University Place as recommended
by the City Engineer.
2. That the City Secretary be and he is hereby authorized, upon
being advised by the City Engineer that the said emergency construction and repairs
have been compl~tedand approved, to pay the said Russ Mitchell, Inc. f'or
such services rendered out of that portion of the Sewer Collection System
Account established to defray the expense of such emergencies.
3. That since the repair of-the said Sanitary Sewer System con-
stitutes an emergency this Ordinance ~hall take effect and be in force
immediately from and after its passage by the City Commission and approval
by the Mayor.
