NOS. 4 AND 5 ARE IN NEED OF REPAIR AND REWORKING; APPROVING AND
ADOPTING THE WRI.TTEN ,R~OMMENDATIONS OF THE CITY ENGINEER, THE
CITY WATER SUPERINTENDENT AND THE CITY SECRETARY CONCERNING WORK
TO BE DONE TCWARJ) THE REHABILITATION OF SUCH WELLS; FINDING THAT
SUCH WORK CAN BEST BE ACCOMPLISHED ON AN EMERGENCY BASIS EXCEPT

ADVERTISEMENT FOR BIDS FOR THE -SALE TO THE CITY OF SAID ,ELEC'IRIC '
MOTOR; APPROPRIATING FROM THE WATER OPERATING FUND IN'IHE ,CITY
TREASURY THE. SUM OF $11,500.00 TO PAY THE CITY'S ESTIMATED COST OF
SUCH WORK; AUTHORIZING THE MAYOR AND THE CITY TREASURER TO DRAW
WARRANT OR WARRANTS AGAINST SAID FUND TO DISCHARGE THE CITY'S OBLI-
" GATIONS CHARGEABLE THERETO; AND 'DECLARING AN. EMERGENCY.
WHEREAS, it has been brought to the attention of the'City Commission
by the Water Superintendent of the City of West Uni versi ty Place, Texas, that
the city's water wells No.4, 'located on the N/2 of Lot 9, Block 16, College.~
View Third Addition and No.5, located on Lot I, .Block 16, College View Third
Addition each are in need of reworking and rehabilitation; and,

, WHEREAS, the City Commission has heretofore requested the written
recommendatio~sof the City Engineer, the City Water Superintendent, and the
City Secretary as to work that need be done 'on such wells so as to increase
, their working head and so as ,to provide adequate water supply for the City
during the peak periods of summer water conSumption and to provide adequate
and even pressure on all lines at all times; and, ,
WHEREAS, such employees of the City have made their wri tten report to
the Commission recommending that the maximum efficient ,flaw from such wells
from the wa tar sands from which they are presently producing can be bes t
obtained at a relatively nominal cost to the City by
(a) LoweriIlg the pump in each well by the extension
of the pump column 40 feet, to a depth of 300 feet;
(b) Addition of stages to pump bowls;
(c) Purchasing and installing one new 200 h.p. vertical
hollow-shaft electric motor to operate on pump in
Well No.5;
Cd) Purchasing 1000 linear feet of 350,000 circular
Mils Neophrene underground cable carrying 440 volts
and installing same from pump house to well No.5.
'(e) Generally reworking each of such wells and their
pumping units;

and such report further recommending that the work be immediately undertaken
in view of the abnormal drouth conditions and the anticipated increase of water
constimp ti on during the six months next ensuing; such report containing esti-
mates of costs aggregating not more than$11,500.00; and such report,recommend-
ing that the work be done on an emergency basis, utilizing the labor of regular
employees of the City, additional day labor and the services of independent
contractors on a day rate basis, except for ,the installation of the recommended
new electric motor; and,
WHEREAS~ the City Treasurer has duly and regularly in accordance with
the provisions of the Charter of the City of West University Place . certified to
the City COlmnission, by Certificate No. 61, that there is in; the City Treasury
and to the credit of the Water-Opera.ting Fund'the sum of $11,500~00 which has
not been alrea,dy appropriated for any other purpose, and which is now available
for appropriation by the City Commission and which sum is sufficient to pay the
City's estimated cost of reWorking and rehabilitating of said wells as~recommended;
NON, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF
WEST UNIVERSITY PLACE; TEXAS:
Sec.tion 1. The City Commission adopts the .recommend~tionsccf)f the City
Engineer, the City Water Superintendent and the City Secretary and hereby finds
and determines that the City's water wells Nos. 4 and 5 are in need of immediate
reworking; ,
Section 2. The 'City'CommissiQn:further, finds a~d determines that the
reworking and-rehabilitating of SUCh wells is a matter vital to the publ:i;c,
health, aOO that .the need of the work hereinafter authorized creates a public
emergency;
section 3.' ' The City Commission finds and determines that such reworking
and rehabilitation can most. efficiently and economically be :accomplishedon an
emergency basis, and all labor; material, services and supplies ,as are needed to
accomplish'such work, except the purchase andinstallation.ofone'new200 h.p.
vertical, hollow-shaft electric ,motor, can and shouldoe,doneon a forceacQPunt
basis as authorized and provided for in the City's Charter;
Section 4. The Mayor, the City Secretary,',and~the City Engineer are.
hereby authorized to proceed at once, under the direction of the'Mayor, with
the accomplishment of the work on the City's water wells No.4 and 5 as con-
tained in the writtenrecommendations,ofthe,CityEngineer,the:City Water
Superintendent, and the City Secretary, inclUding, but not by way of limitation:
(a)
The lowering of the pumps in--each sUc:h well' by the
extension of the pump column approximately 40 feet to
a depth of 300 feet .
The addition of stages to pump bowls
The pUrchase of 1000 linear feet of 350,000 circular,
Mils Neophrene underground cable carrying;440'volts
and the installation of same from the existing pump

(d) The general reworking and rehabilitating of each such
wells as may appear necessary from the matters encountered
during the progress of the work authorized under (a) and .
(b) hereinabQve; '.

and -they are further authorized to hire all labor;cont:ract for tools, equip-
ment, trucks and a rig, all on day'rate basis, and to purchase through regular
channels and markets such supplies, parts, machinery,' tubular goods and. other
appurtenances as are or may become necessary for the accomplishment of such
work or as are or may become reasonably incident thereto; pro~ided, however,
the' authorization o.fpurchase and hire' hereby granted shall not extend to the
purchase and installation of a new"electric pump; which purchase and installa-
tion is hereinafter provided for. .
Section 5. The City Secretary ,is hereby authorized and 'directed to
advertise for bids 'for:
The sale to the city and the installation for the city
of one (1) new 200 h.p. vertical, hollow-shaft electric
motor, to be installed in and to operate the pump on the
city's water well No.5,' '
such advertisement for bids to-be made in the official publication of the Ci~y,
pursuant to the laws and ordinances governing such advertisements, such bids
to be received and opened by the City Commission at its regular meeting at
7:30 P.M~, IiJtvi$, 1952,. at the City Hall,d3800 University Bolllevard, Houston,
Texas, and such advertisement for bids shall advisedthat specifications for
such. motor and the work to be done. in installing same are available at. the
office of the City Engineer.

Section 6. Upon the receipt and opening of bids for such motor and the
installation thereof, the City Engineer 'and the City Secretary shall imme-
diately prepare tabulations for the City Commission concerning the subject
-matter of said bids and shall be prepared on May 5, ,1952, to forthwith make
their recommendationsas to the rejection or ac6eptance of any bid received.
Section 7. There is hereby appropriated out of the fund in the City
'lreasury to the credit of the Water Operating Fund the sum of $11,500.00 to
pay the City's estimated cost of:
'(a) Reworking and rehabilitating the City's water w~lls,
Nos. 4'and,5
(b) The purchase and installation of one new:200 h.p.
vertical, hollow-shaft electric motor,
and the M~or and City 'lreasurer are hereby authorized to draw warrant or
warrants against said fund hereby appropriated, or such portion or portions
thereof as maybe necessary to pay and discharge the obligations of the City
of West University Place-chargeable thereto.

Section 8. The maintenance of an adequate supply of water for the C:i,.ty
andthe'necessi ty for adequate and even pressure in the City I S water mains
being matters vital to the public health and safety and matters vital to the
preservation of public and private property rights in controlling conflagrations,
and the need 'for all of which creates a public emergency, this Ordinance shall
be passed finally on this the date of its' introduction, April 14, 1952, and
shall tak~ effect immediately upon its' passage and approval by the Mayor.
