HomeMy WebLinkAboutORD 585 - ORD Finding & Determining Chief of Police & Director Personnel Two New Positions recommended 1, .r ORDINANCE NO. 585 --.r.. :, AN ORDINANCE FINDING AND DETERMINING THAT THE CHIEF OF POLICE AND DIRECTOR OF PERSONNEL HAVE RECOMMENDED WE CREATION OF '!WO NEW POSITIONS IN THE POLICE DEPARTMENT OF THE CITY OF WEST UNIVERSITY PLACE, TEXAS, FINDING~ AND DETERMINING ,'fRAT IT WILL BE TO WE BEST INTEREST OF THE POLICE DEPARTMENT' TO CREATE SUCH POSITIONS; CREATING 'IWO NEW POSITIONS IN, THE POLICE DEPARTMENT EACH POSITION TO BE KNOWN AS "CAPTAIN"; DEFINING THE AUTHORITY OF THE HOLDERS OF SUCH POSITION; PROVIDING FOR THEIR REMUNERATION; AND DECLARING AN EMERGENCY. WHEREAS, the Chief of ,Police and 'the Director of Personnel of the City of .west University Place, Texas, have here,tofore made studies of the organization of the personnel of the Police,Department of the City of West University Place, Texas, and have embodied the conclusions drawn from their studies'in a recommeildation to the City"Gommission of the City of West University Place, T~xas, that two new. offices be created in the Police Depa'rtment as intermediary offices between the Chief of Police and the positions of Patrolmen; and WHER~S, it appears from the study made by the Chief of IJolice and the Director of Personnel and from an independent investigation of the matter conducted by the City Commission that it would be advisable and' to the best interest of the Police Department to at all times have a person on duty charged with the responsibility and clothed with the authority to direct the Patrolmen in their ordinary course of conduct and to make decisions upon mat~rs arising out of the ordinary course of conduc t; and WH~EAS, ~he,City Commission finds that it is impossible for the Chief of Police to be on hand at all hours of the day and night to make decisions and direct the work of the Patrolmen of the Police force and the City Commission further finds that it ,is advisable to have an administrative officer in charge of the Patrolmen on each tour of duty with authority to make decisions and give directions to the Patrolmen in the absence of the 'Chief of Police; .and WHEREAS, it is the desire of the City Commission of the City of West University Place to create two new offices in the Police Department of the City of West University Place, Texas, and to differentiate between the office and position of "Patrolmen", and.the office of the two new positions by giving the holders of such positions the name of nCaptain", such nomen- clature being but an arbitrary choice upon the part of the Commission,and in no ways indicative of comparable authority, position and salary of the holders of such officers bearing such name in larger metropolitan areas; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF WEST UNIVERSITY PLACE, TEXAS, I. Texas, such offices to be intermediary offices between the Chief of Police and the Patrolmen, and the holder of each of such offices shall be known as a "Captain". of the Police Department. 2. Each such Captain shall be delegated such power and authority as the Chief of Police of ' the City of West'University'Place, Texas, shall see fit to delegate and each such officer shall be responsible directly to the Chief of Police and to the Director of Personnel of the City of West University Place. 3. Each of such positions shall carry an additional remuneration over and above the remuneration paid to Patrolmen and such additional .remuneration shall be tha.t 'which is recommended by the Director of Personnel and the Chief of police, jointly~ and approved by the Personnel Board and 'adopted by the City Commission. 4. The rieed'for the positions hereby created forms a public' emergency and therefore this ordinance shall be passed finally on the date of its introduction this the lOth day of September, 1951, and shall take' effect immediately upon its passage and approval of the Mayor.
