AN ORDINANCE FINDING THE NECESSITY FOR AN AUXILIARY
POLICE FORCE IN THE CITY OF' WEST UNIVERSITY PLACE,
TEXAS; CREATING AN AUXILIARY POLICE FORCE FOR THE
CITY OF liVEST UNIVERSITY PLACE, TEXAS; PROVIDING FOR
ITS TRAINING, DIRECTION, AND CONTROL; PROVIDING FOR
ITS OPERATIpN ON A VOI.UNTARY BASIS~ WITH NO COMPENSATION,
and DECLARIN G AN EMERGENCY.

WHEREAS, the deterioration of international relations and the
state of national emergency as declared by the President of the United States
?as giv~n ri~e to the need for a trained auxiliary police force in the City of
West Unlverslty Place, Texas, to assist the existing Police Department in the
protection of vital public utilities and public and private properties,
particularly in the event of any sudden and unforeseen emergency, and the need
for such an auxiliary police foroe to copperatewith anq be available for the
enforcement of the provisions of the Na~iopal Civilian Defense Program; and
WHEREAS, the organization and direction of such a force is a
police function prescribed and provided for under Section 3 of Article 15 of
the City Charter, wherein the direction and control of such a force is placed
in the hands of the Chief of Police upon written authority from the Mayor,
duly approved by the City Commission; and
WHEREAS, public minded citizens have expressed their willingness
and desire to cooperate in the organization of such an auxiliary police force,
and to serve in such auxiliary capacities without pay, and on a voluntary basis,
as their training and qualifications permit; and

WHEREAS, the Mayor and City Commission have determined the
necessity for the creation of such auxiliary police force to augment the
existing police force, and not to exceed ~ persons in number;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE
CITY OF WEST UNIVERSITY PIACE, TWS:
Section I. That there is an actual and present need for a
trained auxiliary police force in the City of West University Place, Texas,
to protect vital public utilities and public and private properties in the
event of any sudden and unforeseen emergency.
Section 2. That there is hereby created the auxiliary police
force of the City of West University Place, Texas, which force shall consist
of not more than 50 persons to be trained by the Chief of Police of the City
of West UniversityPlace, Texas, and to operate under the direction and control
of the Chief of Police of the City of West University Place, Texas. '
, Section 3. That such auxiliary police force shall be organized on
a voluntary basis, and the members thereof shall serve without compensation.
Section h. That the services of the members of the auxiliary
police force of the City of West University Place, Texas will be integrated
with the services of the existing regular police force, and their services
shall be limited to the Program of Civilian Defense and protection of public I \
utilities and public and private properties in the event, and only in the ~
event, of any sudden and unforeseen emergency; that the services of such
auxiliary police f'orce shall be consistent with the provisions of the law

and the City Charter and Ordinances of the City of 'West University Place,
Texas.
Section ~. That the need for an auxiliary police force in the
City of West Universit,y Place, Texas, is an immediate need for the protection
of public and private property, and such need creates a public emergency, and
therefore this ordinance shall be passed finally on the date of its
introduction, this the 8th day of January, 1951, and shall take effect
immediately upon its passage and approval by the Mayor.
