AN ORDINANCE PROVIDING FOR THE SUBMISSION TO THE VOTERS AT THE
NEXT REGUI,.AR . MUNICIPAL ELECTION OF THE CITY OF liVEST UNIVERSITY
PLACE TEXAS ON NOVEMBER 2ND, 1948, OF CERTAIN AMENDMENTS TO THE
CHARTER OF SAID CITY WITH RESPECT TO THE TIME FOR THE INSTALL-
ATIONOF NKVVLY ELECTED OFFICERS, TO THE,XERM OF THE FISCAL YEAR,
AND TO THE TIME FOR PREPARATION AND ADOPTION OF, THE BUDGET, AND
PROVIDING FOR THE FORM AND MANNER IN WHICH SAID AMENDMENTS ARE TO
BE SUBMITTED.

UNIVERSITY PLACE, TEXAS.

That there shall be submitted'to the voters of the City of West
University Place, Texas on November 2nd, 1948 at the next regular municipal
election, which is more than thirty days and less than ninety days after the
date of the passage of this ordinance, the following amendments to the City
,Charter ,of the City ,of West University Place, Texas, such proposed amendments
being designated Propositions Number One, Two, 'a~d Three respectively.
PROPOSITION NUMBER ONE
Shall the Charter of the City of West University Place, Texas, and
Section 9 of Article VII of said Charter be .amended so that Sectton 9 of
Article VII of said Charter shall hereafter read as follows,:

ELIGIBILITY, NOMINATION AND ELECTION OF OFFICERS
SECTION 9 -INSTALLATJ;DN OF OFFICERS: -- The newly elected o.t'ficers at the
first election hereunder shall enter upon their duties on the third Tuesday in
January following such election; and at subsequent elections not later than the
third Monday in the month of November. If any such officer fails to qualify
within thirty days thereafter, his office shall be deemed vacant and the vacancy
filled as prescribed by this Charter.

Shall the Charter of the City of West University Place, Texas, and
Section 5 of Article XIV of said Charter be amended so that Section 5 of Article
XIV of said Charter shall hereafter read as follows~

SECTION 5 - FISCAL YEAR: -- Effective January 1st, 1950, the fiscal year of the
City'Government'shall begin. on the first day of January and sh~11 end on the last
day of December.

Shall the Charter of the, City of West University Place, Texas, and
Section 8 of Article XIV of said Charter be amended so that Section 8 of
Article XIV of said Charter shall hereafter read as follows:

SECTION 8 THE PREPARATION AND ADOPTION OF THE BUDGET: -- From and after
January 1st, 1950, the following procedure shall govern the preparation and
adoption of the budget:- Not later than July 15th of each year, the departments
and agencies of the City Government shall transmit estiIIIates of theirb~dgetary
requirements to the department of finance, which shall prepare a budget for the
Treasurer in the form required by the next preceding Section of this Charter.
The Treasurer shall transmit this budget to the Commission not later
than August 1st of each year. The Commission shall arrange for and hold at
least one public hearing on the budget during the period of its consideration.
The Commission may revise, alter, increase, or decrease the item~ 9f the budget,
provided that when it shall increase the total proposed expenditures, it shall
also increase the total anticipated income 50 that the total means of financing
the budget shall at least equal in aIIIount the aggregate proposed expenditures.
When the Commission shall make such changes it shall issue a statement setting
forth clearly its action on the budget.
Not later than August 31st, of each ye~r, the Commission shall approve
the budget plan and shall enact the appropriation ordinance. As soon thereafter
as possible the Commission shall pass the tax levy ordinance and such other
ordinances ~s may be required to make the budget effective.
PASSED AND APPROVED this 27th day of September, 1948 by a vote of
5 ayes and 0 noes.
