AN ORDER OF THE MAYOR OF THE CITY OF WEST UNIVERSITY PLACE, TEXAS
WHEREAS, on March 11, 2020, the County Judge of Harris County Texas declared a
local state of disaster pursuant to the provision of Chapter 418, Texas Government Code and in
response to the imminent threat to public health and safety posed by COVID-19; and
WHEREAS, on March 17, 2020, the Mayor of the City of West University Place, Texas
issued a mayoral proclamation declaring a local state of disaster due to public health emergency
for the City of West University Place, Texas in response to, and to help prevent and control,
COVID-19; and
WHEREAS, on March 23, 2020, the City Council of the City of West University Place,
Texas passed a resolution continuing the Declaration of Local State of Disaster executed by the
Mayor in response to the threat posed by COVID-19; and
WHEREAS, on March 24, 2020 the County Judge of Harris County, Texas issued a Stay -
At -Home Order for all of Harris County, including the City of West University Place, Texas, to
protect public health and safety; and
WHEREAS, the Mayor of the City of West University Place, Texas has determined that
the restrictions contained in the County Judge's Stay -At -Home Order dated March 24, 2020,
which also incorporated prior restrictions concerning restaurant operations, are necessary to
protect public health and safety; and
WHEREAS, the Mayor of the City of West University Place, Texas has further determined
that certain regulations related to quiet hours of the City of West University Place should be
modified to protect the health and safety of the residents of the City of West University Place,
Texas during the duration of Harris County's Stay -At -Home Order.
NOW THEREFORE, I, MAYOR OF THE CITY OF WEST UNIVERSITY PLACE TEXAS,
HEREBY FIND AND ORDER:
SECTION 1. That, the findings and recitals set out in the preamble of this Order are found
to be true and correct and are made a part hereof for all purposes.
SECTION 2. That, the restriction contained in the Harris County Stay -At -Home Order
dated March 24, 2020, including the prior restrictions concerning restaurants incorporated therein,
are hereby adopted as restrictions of the City of West University Place, Texas.
SECTION 3. That, the Quiet Hours, as that term is defined by Section 1-3 of the City
Code of the City of West University Place, Texas are hereby modified as follows for new home
construction and major renovations, only:
Monday through Friday: Before 8:00 a.m. or after 5:00 p.m.
Saturday: Before 8:00 a.m. or after 5:00 p.m.
Sunday: Before 12:00 noon or after 5:00 p.m.

SECTION 4. That, any person who shall violate any provision of this Order shall be
deemed guilty of a misdemeanor and upon conviction shall be fined a sum not to exceed
$1,000.00.
SECTION 5. That, in accordance with Chapter 418, Texas Government Code, this Order
shall take effect immediately at 8:00 p.m. on March 27, 2020 and shall terminate upon the
expiration of the Harris County Stay -At -Home Order referenced herein.
