Call to Order and Notices, Rules, Etc. Sam Parikh, Presiding Officer, called the meeting to order at 6:30 pm. He asked the ZPC members and City Staff to introduce themselves. He then asked the members of the audience to introduce themselves. In attendance were Chuck Marshall, Aleda Drewes and Steve Brown. 2. Non-Residential Zoning Regulations. At the meeting held on April 9, 2015, Mrs. Janine Schueppert was invited to collect and prepare supporting evidence and data regarding her concerns about the recently enacted commercial zoning provisions (especially the TCC provisions) and return to the Mary 14, 2015 meeting to resume discussion of the non- residential provisions. The May 2015 meeting was cancelled and Mrs. Schueppert had indicated to staff since that time that she might not appear at this meeting. There was brief discussion about the provisions and procedures at this point,but no action was taken. 3. Miscellaneous Zoning Ordinance Amendments. Staff briefly reminded the ZPC members of what had been discussed at the April 9, 2015 meeting and discussion resumed regarding the following items: a. "Through lots". Debbie Scarcella explained that this regulation pertained to lots (other than corner lots) or building sites that fronted two different streets. In a note to the setback table, a "through lot" shall be treated as if there were two front yard setbacks. This would prohibit structures above ground and fences from being constructed in those front yard areas. The table currently only references single- family districts to see note 1 when in reality, the note should apply across all districts. A discussion followed regarding flag shaped lots. Staff prepared an amendment to include those building sites located in commercial zoning districts and the ZPC agreed to move forward with the amendment. Several applications for additional curb cuts, especially on corner sites, have been heard by the ZBA in the last two years. There is an existing special exception provision that authorizes the ZBA to grant permission for more than one curb cut as long as the conditions of a special exception are met. Staff presented a possible amendment allowing staff to approve additional curb cuts on a corner lot only, and if it is at least 60' wide. ZPC agreed to move forward with the amendment. c. Defmition changes. Possibly look at the definition of school, public and school, other and the definition of a through lot and how it pertains to flag lot configurations. ZPC asked staff to look at the website, try and meet with the director, and obtain info from other cities regarding certain types of "educational centers"/"schools". ZPC deferred the discussion of flag and through lots until Mr. Wilson could be present. 4. Minutes. April 9, 2015. Motion to approve the minutes by Lauren Griffith. Second by Mary Ann Jay. Motion Carried. 5. Executive Session (if necessary). Not used. Mrs. Aleda Drewes asked if she could speak regarding parking issues and the chair allowed it. Adjournment.
