Call to Order and Notices, Rules, Etc. Richard Wilson, Presiding Officer, called the meeting to order at 6:18 pm. He asked the ZPC members and City Staff to introduce themselves. He then asked the members of the audience to introduce themselves. In attendance were David Cole and Robert Grossman. Mr. Cole and Mr. Grossman both spoke about issues they have experienced with the ATT facility located at the corner of Bellaire Boulevard and Academy Street. Mr. Wilson advised that the board could take no action and that the appropriate procedure was to appeal to either the ZBA or City Council with their concerns and possible action to amend the previous decisions. 2. Miscellaneous Zoning Ordinance Amendments. Staff briefly reminded the ZPC members of what had been discussed at the June 11, 2015 meeting and discussion resumed regarding the following items: a. "Through lots". Mr. Wilson explained that his issue with the definition of this has to do with those lots that do not abut another lot with a front yard. He does not see the reason to require those types of configurations to observe a second front yard setback if there are no other front setbacks along the street frontage. Discussion followed regarding changing the wording to exempt those lots that do not abut a building site with a front yard setback b. Defmition changes. Possibly look at the definition of school, public and school, other and the definition of a through lot and how it pertains to flag lot configurations. A discussion followed that focused on preliminary City Council goals for the 2015- 2017 terms. Several of the goals involve interaction by the ZPC. ZPC had asked staff to look at the website, try and meet with the director, and obtain info from other cities regarding certain types of "educational centers"/"schools". Staff submitted web site information regarding an educational entity that did not meet the zoning (1(3"--3800 University Boulevard I West University Place, TX 77005 I www.westutx.gov definition of a school and submitted several definitions from other municipality's zoning regulations for consideration. A lengthy discussion followed. Staff was instructed to look into amending the definition of a school so that it reflects language that would encompass both traditional and alternative educational entities, but not negatively affect those home based educational entities. 3. Minutes. June 11, 2015. Motion to approve the minutes by Connie Clark. Second by Mary Ann Jay. Motion Carried. 3. Executive Session (if necessary). Not used. Adjournment. Richard Wilson made a motion to adjourn. Second by Lauren Griffith. Motion carried.
