HomeMy WebLinkAbout11142019 ZPC Minutes • • 0 The City of West University Place A Nel�,hbor hood City Zoning & Planning Commission Municipal Building 3800 University Blvd Meeting Minutes November 14,2019 MEMBERS PRESENT: Richard Wilson, John Cutrer, Winfield Campbell, Sylvette Bobb, David Kuykendall, Bob Powell and Brian Brantley STAFF PRESENT: City Attorney, Alan Petrov, Dave Beach, City Manager, Gerardo Barrera, Public Works Director, Clay Chew, Building Official, and Josie M. Hayes, Administrator Coordinator 1. Notices,Rules,Etc.Richard Wilson; Presiding Officer, called the meeting to order at 6:15 p.m. and asked commission members and staff to introduce themselves. Richard Wilson asked staff to confirm that appropriate notices were given. Josie Hayes stated notices were posted per state and local laws. Richard Wilson stated Debbie Scarcella, City Planner retired and Clay Chew will now be the staff liaison. Dave Beach stated the city would now have a third party contract zoning administrator, BBG Consultants. 2. Subdivision Ordinance (Chapter 74) Regulations. David Baird with Kendig Keast gave a presentation regarding the proposed amended changes to the Subdivision Ordinance. The commission discussed several changes that had been discussed at the previous meeting. The ZPC asked staff to bring back a final version at the next meeting with a cover ordinance sheet for approval. 3. Property Maintenance Regulations. The commission discussed several changes that had been discussed at the previous meeting. Brian Brantley made a motion to approve the final proposed ordinance with corrections and asked staff to forward to City Council for approval. Second by John Cutrer.AYES:Richard Wilson,John Cutrer,Winfield Campbell, Sylvette Bobb, David Kuykendall, Bob Powell and Brian Brantley. NOES: None. Motion carried. 4. Noise Regulations. There was general discussion regarding the proposed changes to the noise regulations which included decibel limits. John Cutrer made a motion to approve the amended changes and forward to City Council for approval. Second by Brian Brantley. AYES: Richard Wilson, John Cutrer, Winfield Campbell, Sylvette Bobb, David Kuykendall, Bob Powell and Brian Brantley. NOES: None. Motion carried. Minutes.The commission reviewed the minutes of the meetings held on October 10,2019. John Cutrer a motion to approve the minutes. Second by David Kuykendall. AYES: Richard Wilson, John Cutrer, Winfield Campbell, Sylvette Bob, David Kuykendall, Bob Powell and Brian Brantley. NOES: None. Motion carried. [Adjournment] Brian Brantley made a motion to adjourn.
