EMPLOYEE BENEFITS TRUST
MEETING MINUTES
The City of West University Place Employee Benefits Trust (EBT) met on Monday, October 7, 2019,
beginning at approximately 6:30 p.m. in the Municipal Building, 3800 University Boulevard, West
University Place, Texas, for the purpose of considering the following agenda items:
1. Call Meeting to Order
Trustee Trautner called the meeting to order at approximately 6:30 p.m. Also present were: Trustees
Kevin Trautner, John P. Barnes, Ed Sobash, and Lauri Lankford, City Manager David Beach, City
Attorney Alan Petrov, City Secretary Thelma Gilliam, and Human Resources Director James Urban.
Chair Higley was absent.
2. Approve Minutes of the meetings held by the Employee Benefits Trust on August 12, 2019,
September 9, 2019, and September 30, 2019.
Trustee Lankford stated that the August 12, 2019 should reflect that the Trustees were authorizing the
contract for dental, life insurance and medical insurance through the end of the year. She said the
Minutes don’t reflect the motion as they do not include the time period. City Secretary Gilliam said she
would amend the Minutes to include the timeframe.
Trustee Lankford moved to accept the Minutes with the modification to the August 12, 2019, Minutes
to include the time period approved through the end of the year. Trustee Barnes seconded the
motion. MOTION PASSED.
Ayes: Trautner, Barnes, Lankford, Sobash
Noes: None
Absent: Higley
Note: After re-listening to the audio, City Secretary Gilliam found that a time period was not included
in the motion. Therefore, the August 12, 2019 EBT Minutes were not amended per the motion above
and were recorded as originally written.
3. Adjourn and reconvene Regular Meeting of the West University Place City Council.
Trustee Sobash moved to adjourn the EBT meeting at 6:39 p.m. Trustee Lankford seconded the
motion. MOTION PASSED.
