EMPLOYEE BENEFITS TRUST
MEETING MINUTES
The City of West University Place Employee Benefits Trust (EBT) met on Monday, November 11,
2019, beginning at approximately 6:30 p.m. in the Municipal Building, 3800 University Boulevard,
West University Place, Texas, for the purpose of considering the following agenda items:
1. Call Meeting to Order
Chair Higley called the meeting to order at approximately 7:00 p.m. Also present were:
Trustees Kevin Trautner, John P. Barnes, Ed Sobash, and Lauri Lankford, City Manager
David Beach, City Attorney Alan Petrov, City Secretary Thelma Gilliam, and Human
Resources Director James Urban.
Consultant Mike Weaver with HUB International was also present.
HR Director Urban presented and stated that this meeting is a continuation of a meeting the
EBT held in August to approve the Blue Cross Blue Shield coverage from October 1, 2019 to September 30, 2020. He said due to the significant increase in dental, staff informed Council
that it would solicit Request for Proposal (RFPs) to seek lower rates. Mr. Urban said staff
would also take this opportunity to try and move all the benefits to a January 1 plan year,
which is part of the action being requested tonight.
Mr. Urban then turned over the presentation to consultant Mr. Mike Weaver who discussed
the City’s benchmarks and the results of the RFP.
After questions and answers by and between the Board and staff, Trustee Barnes made a
motion to approve items 2 through 4. Trustee Trautner seconded the motion. MOTION PASSED.

2. Authorize renewing a direct contract with Blue Cross Blue Shield for Medical Insurance for
January 1, 2020 to December 31, 2020.

3. Authorize awarding a direct contract with Cigna for Dental Insurance for January 2020 to
December 31, 2020.

4. Authorize renewing a direct contract with United Healthcare for optional Vision Insurance for
January 2020 to December 31, 2020.

5. Adjourn and reconvene Regular Meeting of the West University Place City Council.
Trustee Trautner moved to adjourn the EBT meeting at approximately 7:30 p.m. Trustee
Barnes seconded the motion. MOTION PASSED. Ayes: Higley, Trautner, Barnes, Lankford, Sobash Noes: None Absent: None
