Barnes, Councilmember Thelma Gilliam, City Secretary Lauri Lankford, Councilmember Ed Sobash, Councilmember CITY COUNCIL ACTION MINUTES The City Council of the City of West University Place, Texas, met in regular session on Monday, December 2, 2019, in the Municipal Building, 3800 University, West University Place. 1. Call to Order Mayor Higley called the meeting to order at approximately 5:45 p.m. in the Council Chambers. Council and Staff in attendance were: Mayor Pro Tem Trautner, Councilmembers Barnes, Lankford and Sobash, City Manager Beach, City Secretary Gilliam, City Attorney Petrov, Public Works Director Barrera, Finance Director Kalka, Human Resource Director Urban, Parks and Recreation Director White, and Police Chief Walker. 2. Pledge of Allegiance Councilmember Sobash led the Pledge. 3. Citizen Star Award Matters related to honoring Michelle Marvin with the Parks and Recreation Department's Star Citizen Award. Recommendation: Award Michelle Marvin the Star Citizen Award. Michelle Marvin, Race Director for the Halloween Dash and Kids Fun Run, was presented with the Star Citizen award for her tireless dedication and commitment to raising funds for the Parks and Recreation Department. Since 2016, the Fun Run has raised over $128,000 for City programs and services. 4. Recess Regular Meeting for Employee Benefit Trust (A separate agenda has been posted) At 5:51 p.m., Mayor Higley recessed the regular meeting and convened the Employee Benefits Trust (EBT) meeting to approve the EBT Minutes of November 11, 2019. 5. Reconvene Regular Meeting At 5:52 p.m., Mayor Higley reconvened the regular meeting. 6. Consent Agenda All Consent Agenda items listed are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council member requests in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. A. City Council Minutes Approve the City Council Minutes of November 11, 2019. City Council Meeting Action Minutes, December 2, 2019 2 of 2 Councilmember Sobash moved to approve the Consent Agenda as presented. Councilmember Barnes seconded the motion. MOTION PASSED. Ayes: Higley, Trautner, Barnes, Lankford, Sobash Noes: None Absent: None 7. Public Comments This was an opportunity for citizens to speak to Council relating to agenda and non-agenda items. There were no comments from the public. 8. Adjourn Regular Meeting no later than 6:15 p.m. With no other matter before council, the meeting will adjourn. Councilmember Sobash moved to adjourn the regular meeting at 5:54 p.m. Mayor Pro Tem Trautner seconded the motion. MOTION PASSED. Ayes: Higley, Trautner, Barnes, Lankford, Sobash Noes: None Absent: None Following adjournment of the Council meeting, City Council attended the tree lighting events at 6104 Auden (approximately 6:30 p.m.).
