CITY COUNCIL ACTION MINUTES
The City Council of the City of West University Place, Texas, met in a workshop and regular session on
Monday, November 4, 2019, in the Municipal Building, 3800 University, West University Place.

1. Call to Order
2. Memorandums of Understanding
Matters related to the City’s Memorandums of Understanding with Tri-Sports, the West U Baptist
Church, and the Piranhas. Recommended Action: Discuss and provide staff direction if desired. Mr. Dave
Beach, City Manager
3. Adjourn Workshop
*The workshop was canceled.
Regular Meeting
Council Chambers – 6:30 p.m.
4. Call Regular Meeting to Order
Mayor Higley called the meeting to order at 6:30 p.m. in the City Council Chambers. Council and
Staff in attendance were: Mayor Pro Tem Trautner, Councilmembers Barnes, Lankford and Sobash,
City Manager Beach, City Secretary Gilliam, City Attorney Petrov, Parks and Recreation Director
White, Finance Director Kalka, Interim Public Works Director Barrera, and Chief Walker.
5. Pledge of Allegiance
Councilmember Lankford led the Pledge.
6. Public Comments
This was an opportunity for citizens to speak to Council relating to agenda and non-agenda items.
Alida Drewes, 6112 Fordham, spoke on several issues including her opposition of the contribution to
Tri-Sports, City streets in need of repair, and police patrol.
7. Tri-Sports Memorandum of Understanding
Matters related to an ordinance adopting the budget for the fiscal year beginning January 1, 2020 and
ending December 31, 2020 appropriating funds for such budget; containing findings and provisions
relating to the subject. Recommended Action: Approve the ordinance adopting the 2020 Budget on first and
final reading and ratify the property tax increase reflected in the budget. Ms. Marie Kalka, Finance Director

Parks and Recreation Director White presented and gave a brief overview of the highlighted changes
proposed in the MOU. In addition to the proposed changes, an additional change was made to
Number 10 under Miscellaneous Provisions as follows:
Amendment; Waivers. This MOU may be amended or modified in whole or in part at any time
only by an agreement in writing by the parties. No waiver of any term or provision of this
Agreement shall be binding unless executed in writing by the party entitled to the benefit
thereto of the term or provision.
Councilmember Barnes moved to authorize the City Manager to execute the 2020 Memorandum of
Understanding between the City of West University Place and the Tri-Sports Association as
amended. Councilmember Lankford seconded the motion. MOTION PASSED.

8. West U Baptist Church Memorandum of Understanding
Matters related to a Memorandum of Understanding between the City of West University Place and the
West University Baptist Church. Recommended Action: Approve Memorandum of Understanding between
the City of West University Place and the West University Baptist Church. Ms. Susan White, Parks and
Recreation Director
Parks and Recreation Director White presented and gave a brief overview of the highlighted changes
proposed in the MOU. In addition to the proposed changes, an additional change was made to

9. West U Aquatics Memorandum of Understanding
Matters related to a Memorandum of Understanding between the City of West University Place and the
West U Aquatics. Approve memorandum between the City of West University Place and the West U Aquatics.

Councilmember Sobash moved to approve the Memorandum (of Understanding) between the City of
West University Place and West U Aquatics with the corrections. Councilmember Lankford seconded
the motion. MOTION PASSED.

10. Capital Project Budget Amendment
Matters related to an ordinance amending funds related to a Capital Project in the 2019 Budget.
Capital Project funds. Recommended Action: Approve ordinance amending the 2019 Budget related to a
capital project funds. Mr. Gerardo Barrera, Interim Public Works Director
After Council’s discussion with staff, Mayor Pro Tem Trautner moved to (1) Adopt the ordinance
approving the amendment to the 2019 budget in the amount of $4,900 to the Transportation
Improvement Fund and $93,200 to the Capital Projects Fund to fund the completion of both projects;
and (2) Authorize the City Manager to approve the change order and amend the contract with
Teamwork Construction Services in the amount of $98,100. Councilmember Barnes seconded the
motion. MOTION PASSED.

11. Drug Enforcement Administration Tactical Diversion Squad
Matters related to an agreement between the City of West University Place and the Drug Enforcement
Administration (DEA). Approve agreement between the City of West University Place and the DEA. Mr. Ken
Walker, Police Chief
After Council’s discussion with staff, Councilmember Sobash moved to approve the continuation of the
West University Place Police Department participating in the Drug Enforcement Administration Tactical
Diversion Squad. Mayor Pro Tem Trautner seconded the motion. MOTION PASSED.

12. Consent Agenda
All Consent Agenda items listed are considered to be routine by the City Council and will be enacted
by one motion. There will be no separate discussion of these items unless a Council member requests
in which event the item will be removed from the Consent Agenda and considered in its normal
sequence on the agenda.

Approve City Council Meeting Minutes of October 28, 2019.
Councilmember Barnes moved to approve the Consent Agenda as presented. Councilmember
Lankford seconded the motion. MOTION PASSED.

13. Workshop on Virtual Gate
City Council will recess the regular meeting and convene a workshop to discuss Virtual Gate.
At 7:30 p.m. Mayor Higley recessed the regular meeting to convene the workshop and noted that it
may be necessary to convene an executive session for a portion of the workshop to deliberate the
deployment, or specific occasions for implementation, of security devices in accordance with Section
551.076 of Chapter 551 of the Texas Code.
Attending the workshop were all members of Council, City Manager Beach, City Secretary Gilliam,
Police Chief Walker, Interim IT Director Dang, Jared Bertsch with Hatch, Sean Goodwin with Hatch,
Marco Garza with MinuteMan Security Technologies, and Mark Page MinuteMan Security
Technologies
At 7:44 p.m., Mayor Higley recessed the Workshop to convene an Executive Session per Section
551.076 of the Texas Code.
City Secretary Gilliam left the room during executive session.
At approximately 8:10 p.m., Councilmember Higley closed the executive session and reconvened the
workshop and then closed the workshop.
14. Reconvene Regular Meeting
At approximately 8:10 p.m., Mayor Higley reconvened the regular meeting.
15. Adjourn
With no other business before Council, Councilmember Sobash moved to adjourn the meeting at
approximately 8:11 p.m. Councilmember Barnes seconded the motion. MOTION PASSED.
