Barnes, Councilmember Ed Sobash, Councilmember CITY COUNCIL ACTION MINUTES The City Council of the City of West University Place, Texas, met in a special session on Monday, September 30, 2019, in the Municipal Building, 3800 University, West University Place. Agenda Items were as follows: 1. Call to Order Mayor Higley called the special meeting to order at 6:34 p.m. in the Municipal Building Council Chambers. Council and Staff in attendance were: Councilmembers Barnes, Lankford and Sobash, City Manager Beach, City Secretary Gilliam, City Attorney Petrov, HR Director Urban, Finance Director Kalka, and Captain Niko. Mayor Pro Tem Trautner was absent. 2. Recess Special Meeting and Convene Employee Benefits Trust Recess special meeting at approximately 6:30 p.m. to convene a meeting of the City of West University Place Employee Benefits Trust (EBT) for which a separate EBT agenda has been posted. At 6:33 p.m., Mayor Higley recessed the special meeting and convened the meeting of the Employee Benefits Trust. See Minutes of the Employee Benefits Trust for any action taken. 3. Adjourn EBT Meeting and Reconvene Special Meeting At approximately 6:35 p.m., EBT Board member Sobash moved to adjourn the Employee Benefits Trust meeting and reconvene the Special Meeting. EBT Board Member Barnes seconded the motion. MOTION PASSED. Ayes: Higley, Barnes, Lankford, Sobash Noes: None Absent: Trautner 4. Second Public Hearing on Tax Rate Matters related to the second and final hearing to hear comments on the proposed tax rate. Recommended Action: Hold second and final hearing on the proposed tax rate. Ms. Marie Kalka, Finance Director At 6:35 p.m., Mayor Higley called the Public Hearing to order and Finance Director Marie Kalka gave an overview on the proposed rate of 0.30921. A copy of the presentation is on file in the City Secretary’s Office. City Council Meeting Action Minutes, September 30, 2019 2 of 2 After the presentation, Perry Nolan, 4203 Milton, inquired as to the average home value used to calculate the rate. Finance Director Kalka responded $1,198,614. With no other comments from the public, Councilmember Lankford moved to close the second and final public hearing on the tax rate at 6:44 p.m. Councilmember Barnes seconded the motion. MOTION PASSED. Ayes: Higley, Barnes, Lankford, Sobash Noes: None Absent: Trautner 5. Public Hearing on the 2020 Budget Matters related to the first and final hearing to hear comments on the proposed 2020 Budget. Recommended Action: Hold first and final public hearing on the 2020 Budget. Ms. Marie Kalka, Finance Director Finance Director Kalka presented highlights of the proposed budget and a copy of the presentation is on file in the City Secretary’s office. At 7:33 p.m., Mayor Higley opened the public hearing for comments. Eddie Matthews, 5906 Fordham, spoke to ask what percentage of the employees would get 3 percent on their anniversary dates. City Manager Beach responded and said staff is unable to answer that question at this point. Mr. Matthews also asked if enhancements are included in the increase in price for Direct Link and, if so, are the enhancements optional. City Manager Beach said the enhancements will bring the service more in line with other companies offer and will be optional. With no other comments from the public, Councilmember Sobash moved to close the first and final public hearing on the 2020 Budget at 7:38 p.m. Councilmember Barnes seconded the motion. MOTION PASSED. Ayes: Higley, Barnes, Lankford, Sobash Noes: None Absent: Trautner 6. Adjourn With no other business before Council, Councilmember Barnes moved to adjourn the special meeting at 7:38 p.m. Councilmember Sobash seconded the motion. MOTION PASSED.
