Brantley
MEMBERS ABSENT: Richard Wilson, Mac Jensen and Pete Johnston
STAFF PRESENT: Gerardo Barrera, Interim Public Works Director, City
Attorney, Alan Petrov, Debbie Scarcella, City Planner,
and Josie M. Hayes, Administrative Coordinator

1. Notices, Rules, Etc. Mimi Tsai; Presiding Officer, called the meeting to order at 6:23 pm.
Mimi Tsai asked staff to confirm that appropriate notices were given. Josie Hayes stated
notices were posted per state and local laws.
2. Balconies on Second Floors that Project into the Front Yard. The ZPC discussed and
reviewed the final draft report. John Cutrer made a motion to forward the formal final
report to City Council for their consideration. Seconded by Brian Brantley. AYES: John
Cutrer, Michael McEnany, Mimi Tsai and Brian Brantley. NOES: None. Motion
carried.
3. Property Maintenance Regulations. The ZPC discussed the revisions requested at the
last meeting and the possibility of a workshop to obtain public input and comments. Staff
was instructed to solicit the commission for a date that could be coordinated with utility
billing so that notices can be sent. Consensus was to group the workshop with a regular
meeting.
4. Noise Regulations. There was general discussion regarding the noise regulations. The
biggest issue is determining a realistic decibel limit for different noises. Staff was
instructed to include the noise chart provided by the consultant to demonstrate the varied
noise limits in different cities with any presentation to the public. This item will also be
discussed at the workshop meeting.
5. Minutes. The commission reviewed the minutes of the meetings held on May 16, 2019.
John Cutrer made a motion to approve the minutes. Second by Mimi Tsai. AYES: John
Cutrer, Michael McEnany, Mimi Tsai and Brian Brantley. NOES: None. Motion
carried.
