Beach , City Manager Mardi Turner , Mayor Pro Tem Alan Petrov, City Attorney Bob Higley, Councilmember Thelma Gilliam, City Secretary Kellye Burke, Councilmember Kevin Boyle , Councilmember CITY COUNCIL ACTION MINUTES The City Council of the City of West University Place, Texas, met in a regular meeting on Monday, March 25 , 2019 , in the Municipal Building, 3800 University, West University Place . Call to Order. Mayor Sample called the mee ting to order at approximately 6:30 p.m. in the Council Chambers. Counci l and Staff in attendance were: Mayor Pro Tem Turner, Co uncilmembers Boyle, Burke, and Higley , City Manager Beach, City Secretary Gilliam, City Attorney Petrov, Police Chief Walker, Finance Director Kalka , and Diane White, Interim Public Works Director. Also present were Richard Wilson, Chair of the Zoning and Planning Co mmission, and John Robuck with Bok Financial Securities. City Secretary Gilliam confirmed that the Notice of the meeting was posted as required by law. Cars t en Wilkerson, Boy Scout Troop 266 , l ed the Pledge of Allegiance . 1. Public Comments This was an opportunity for citizens to speak to Council relating to agenda and non -agenda items. Alida Drewes, 6112 Fordham, spoke regarding dog parks and other topics. 2. Arbor Day/Tree City USA Designation Matters related to an Arbor Day proclamation in conjunction with the City receiving the Tree City USA designation. Recommended Action: Proclaim April 13, 2019 as Arbor Day in West University Place. Ms. Debbie Scarcella, City Planner Councilmember Higley moved to proclaim April 1 3 , 2019 as Arbor Day in the City of West University Place. Councilmember Burke seconded the motion. MOTION PASSED. Ayes: Sample, Turner, Boyle, Burke, Higley Noes: None Absent: None 3. Calling Joint Public Hearing with the Zoning and Planning Commission Matters related to preliminary reports and calling a joint public hearing with the Zoning and Planning Commission regarding fence -like hedges, maximum height of existing elevated structures in a special flood hazard area, and front porch projections. Rec ommended Action: Approve ordinances calling a joint public hearing with the Zoning and Planning Commission on first and final reading. Ms. Debbie Scarcella, City Planner Councilmember Higley moved that City Council call for a joint public hearing between C ouncil and the ZPC to hear more information and public co mments for the official public record regarding the three proposed amendments. City Council Meeting Date Change Matters related to changing the meeting date for the second meeting in May due to the Memorial Day Holiday. Recommended Action: Discuss and take any desired action. Mr. Dave Beach, City Manager Councilmember Higley moved to change the Monday, May 27, 2019 regular meeting date to Monday, May 20, 2019 due to the Memorial Day holiday. Councilmember Burke seconded the motion. MOTION PASSED. Ayes: Sample, Turner, Boyle, Burke, Higley Noes: None Absent: None 5. Notice to Issue Combination Tax and Revenue Certificates of Obligation Matters related to a resolution directing publication of Notice of Intention to Issue Combination Tax and Revenue Certificates of Obligation. Approve resolution directing publication of Notice of Intention to Issue Combination Tax and Revenue Certificates of Obligation. Ms. Marie Kalka, Finance Director Councilmember Boyle moved that City Council approve of the Schedule of Events for the sale of Certificates of Obligation, Series 2019, not to exceed $4,500,000 for a 15 year term and approve the resolutio n authorizing the publication of the Notice of Intent to issue Certificates of Obligation on May 20. Councilmember Higley seconded the motion. MOTION PASSED. Ayes: Sample, Turner, Boyle, Burke, Higley Noes: None Absent: None 6. Consent A genda All Consent Agenda items listed are considered to be routine by the City Council and are enacted by one motion. A. City Council Minutes Approve City Council Meeting Minutes of March 11, 2019. Councilmember Burke moved to approve the Consent Agenda as presented. Councilmember Boyle seconded the motion. MOTION PASSED. Ayes: Sample, Turner, Boyle, Burke, Higley Noes: None Absent: None 7. Adjourn With no other business before the Council, Councilmember Higley moved to adjourn the meeting at 7:15 p.m. C ouncilmember Boyle seconded the motion. MOTION PASSED.
