Council Member Mardi Turner I. Call to Order : T he mee ting was called to order at 6:3 4 pm by Peter Billipp . II. Approval of October 3 2018 Meeting Minutes : Brett made a motion to approve and Sami Morrison seconded. The m inutes were unanimously approved . III. Citizen Comments : Alida Drewes: Made various comments focusing on restriction s to the Rec Center and unable to enter the building more than 15 minutes before the meeting . Feels citizens have fear of ret ribution when speaking out to citizen boards. Also stated that taxpayer money should not be spent on empty parks. R equested it be noted that a hearing device was not provided (staff did not receive any prior notice requesting special accommodations). IV. Council Update: Council Member Turner present. The Charter Review committee is underway. It has been 6 years since the last review . A search for a new City Manager is underway. The 2019 budget was approved . V. Staff Update: Susan White 1. Jennie Elizabeth Hughes Park: Ribbon cutting and official opening held on October 30. October 31 held tours and passed out goodies from the front porch. 2. Subcommittee Updates : New waste/recycling unit installed at Hughes Park. Programming committee with be busy after the first of th e year with Colonial and event review. Completed comprehensive class review . 3. Colonial Park Pool – Potentially updating pool features for 10 -year anniversary in 2020. Ideal timing as it would coincide with the pool resurfacing – major project beginning in Jan 2020 . The updated plan must be s o lidified by end of summer 201 9 to fit in with Friends trimline for funding consideration . 4. Misc. a. Halloween Dash very successful. All funds benefit Parks and Recreation. 852 runners – netted ~$32K. Special thanks to Race Chair Michele Marvin b. Judson Park shade needed due to loss of Water Oak in 2 -5 -year -old area. Reviewed a 15x15 shade structure that would be attached to play structure. It’s just over $13K, and so for that amount, we may consider other options. Requested that the Board members look at the park during various times of the day. Cantilever style over benches/picnic tables or even, a smaller span structure like at Wier Park will be priced . c. West U Recreation Center Safety and Customer Service enhancements –provided a general overview of recommended updates to the downstairs that will increase Parks and Recreation Board Minutes page 2 security for patrons and staff. The entrance will be restricted and updates to viewing room and offic e are also included. Initial estimate is $120K, which is high due to rough estimate from Tellepsen. Working with Public Works on firmer estimates and timelines. Peter mentioned this is common work, not to be alarmed by the initial cost. Assistant City Manager/Public Works Director will be presenting the project information to the Friends Board at their Nov. meeting for a future funding request. d. Events – Swim with Santa and 30 th anniversary Christmas tree lighting were covered. VI. Parks Rede velopment Plan Discussion: Peter explained that the board would be recommending a redevelopment plan. The focus is on the first few parks - Whitt Johnson, Colonial Park East, Huffington and Judson Parks. R equested that staff put a rough number +/- %15 to have an idea of what costs were looking at for redevelopment. Susan stated that staff is already looking at costs for Whitt Johnson Park. Next step is to have Council approve the Parks Board recommendation for updated Parks and Open Space Redevelopment. C ouncil Member Turner requested that we have a timeline and possibly a Council workshop once we get further along in the process. Peter stated that he would get a group together to tour the initial parks. Peter made a motion to approve the order as present ed Whitt Johnson, Colonial Park East, Huffington and Judson Parks. Spyros Maragos seconded the motion. Susan stated that she would share the updates with the original Parks and Open Space Master Planning Task Force. VII. Friends Update: Chair Sami Mor rison: Fathers & Flashlights - 250 Dads/250 moms/550 kids. Complete sell out again, and another resounding success. Would love feedback – Sami is one of the co -chairs next year. Movie was a hit. VIII.
