Call to Order : T he mee ting was called to order at 6:3 9 pm by Peter Billipp . II. Approval of November 7 2018 Meeting Minutes : Peter made a motion to approve with Jeffrey seconding the motion . The m inutes were approved. III. Ci tizen Comments : Alida Drewes present. She is stating that the last meetings minutes are not correct and do not make sense. Also there were spelling mistake s in the minutes and she was misquoted . She also says that the church has been supportive. As for the dog park, she feels that the City has huge park issues with flooding. She has never seen so many flooding issues and i t i s getting worse and worse . In many of the parks, there should be a hollow plastic tube under the hills to help the water drain , not just accumulate on the taxpayers property. The flooding issue is not being addressed at all. The parks are not being utilized. It shouldn’t be complicated and she feels that the parks are like prisons and they should be open and unrestricted. Councilmember candidate Kevin Troutner was present and spoke . The election is 5/4 but the s w earing in date hasn’t been decided. Kevin loves the city and is looking forward to serving the city. He is g etting forward to kno wing the community and he has li ved here for 23 years . IV. Council Update: Mayor Pro Tem Mardi Turner stated that t he election is 5/4. It is also the same day as Shredding event, electronics and mattresses recycling. If you need to recy c l e cell phones, please give them to Susan to give to Mardi to give to zoo. Susan added it’s also the M embers O nly Colonial Park Pool open ing date. T h ere are no contested seats for Council. Also the Charter review only happens every 6 years and is part of the election so it is still important to vote . On April 16, the mayor will do a State of City followed by a workshop of the virtual gate issue. Chief of Police and Head of IT Director Gary McFarlan d will be present . Jeffrey asked about timing of virtual gate implementation . Mardi said Phase 1 will be completed by the end of this year . V. Staff Update: Susan White 1. Colonial Park Pool Water Features (Survey and User Group Mtg): CPP will be open to the public on 5/5. For the 202 0 re -surfacing pool renovations, we are trying to
Parks and Recreation Board Minutes page 2 form a subcommittee with p rogram subcommittee members and some of the top 20 users to share their feed back. Susan said the meeting will zero in on specific replacement elements and what makes sense w ith the current equipment. 2. Judson Park Shade Option : Reviewing two options for the 2 -5 year old play structure and seeing what makes sense. Staff recommends going with the less expensive option here. In the diagram, it doesn’t cover the exit to the slide but everyone is ok with that. Peter mentioned voting on this now so we can get approval on the Friends Board mtg next week to proceed. Motion passed on it will go onto the Friends Board. 3. Easter Spring Festival – April 13 is from 9 -11. 4. Misc.: Waste and recycling d uo units have been ordered. They will be installed by staff with a rolling implementation, park by p ark, until complete. They are the same look as the Tri -Sports receptacles, only larger. Mardi mentioned that Council donated 25 recycling bins to WUES. After implementing the online reservations, one player wants us to look at membership perks. Discuss ing with t ennis subcommittee. VI. Parks Redevelopment Program Update : Whitt Johnson: Peter mentioned having a meeting on March 20 with a User Group of board members and neighbors who shared some in teresting comments. They are t rying to solve the old equipment issue and how to best to upgrade the park . One option is adding on to the existing 2 -5 yr old equipment . Addition seems high at $8K, but since new play surfacing will be added it would be an ideal time to make desired changes. For the 5 -12 yr old equipment area: the existing tree house structure would remain . The group like d the idea of a climber like at WUES over traditional elements and adding a focal point like the wheel similar to Southside Park. Kevin mentioned painting Four Square lines & Hopscotch lines to make them multifunctional. There are a lot of options to look at and consider. Working with the U ser Group on to present at May meeting. Susan mentioned that a Friends B oard member has concerns about the visibility triangle who said h edges block it. Susan has asked Public Works to look at it and advise. VII. Friends Update: Chair Sami Morrison: Sami not present ; N o update . VIII. Park Ambassador Reports & Advisory Remarks : Colonial Park East (Jeffrey) - fine Colonial Park West (Mary ann) - fine Colonial Park Pool Friends Pocket Park Huffington Park JEH Park (Tracy) – fine Judson Park (Nina) – fine. Susan said Mary said there is a gap by the gate and reached out to Brooks to see if it was a safety issue. When the aluminum gate was r eplaced wit h a steel gate , a larger gap was created, but it ’s still in compliance. We will put a plate in when scheduled fence repairs take place . Recreation Center Playground – 4 companies submit ted bids for the safety and customer service enhancements at Rec Center. Friends approved 90K for funding. Looking at starting this Spring 2019 and completed by Summer. Bid came in at 88K. Whitt Johnson (Brett) - fine Wier Park
