I, the undersigned City Secretary of the City of West University Place, Texas (tt
DO HEREBY CERTIFY as follows:
1. That on the 25th day of March, 2019, the City Council of the City (the
convened in regular session (the "Meeting ") at its regular meeting place in the City 1

CERTIFICATES OF OBLIGATION
was introduced and submitted to the Council for passage and adoption. After presentatic
consideration of the Resolution, and upon a motion duly made and seconded, the Reso
finally passed and adopted by the Council to be effective immediately by the following

all as shown in the official minutes of the Council for the Meeting.
2. That the Resolution is a true, full, and correct copy of the original on
official records of the City; said Resolution has been duly recorded in said Council's i

RESOLUTION DIRECTING PUBLICATION OF NOTICE OF INTENTION T(
COMBINATION TAX AND REVENUE CERTIFICATES OF OBLIGATII
WHEREAS, the City Council of the City of West University Place, Texas (t
deems it advisable to give notice of intention to issue Combination Tax and Revenue C
of Obligation, in one or more series, in the total aggregate amount not to exceed $4,51
paying all or a portion of the City's contractual obligations for the purpose of p
constructing and installing a surveillance and security system including related equi
same and for paying legal, fiscal, and engineering fees in connection with such project;
WHEREAS, it is hereby officially found and determined that the meeting at
Resolution was passed, was open to the public and public notice of the time, place, and
said meeting was given, all as required by Chapter 551, Texas Government Code.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
CITY OF WEST UNIVERSITY PLACE, TEXAS:
1. That attached hereto as Exhibit "A" is a form of the Notice of Intentic
Certificates of Obligation, the form and substance of which is hereby adopted and approN
2. That the City Secretary shall cause said notice to be published in substa
form attached hereto, in a newspaper of general circulation in said City, and published in
on the same day in each of two consecutive weeks, the date of the first publication there
least 30 days prior to the time set for the issuance of such certificates of obligation as
said notice.
3. That this Resolution shall become effective immediately upon adoption.

NOTICE OF INTENTION TO ISSUE
COMBINATION TAX AND REVENUE CERTIFICATES
OF OBLIGATION
The City of West University Place, Texas (the "City ") does hereby give
intention to issue Combination Tax and Revenue Certificates of Obligation, in one
series, in the maximum aggregate principal amount not to exceed $4,500,000, for payinj
portion of the City's contractual obligations incurred for the purpose of purchasing, con
and installing a traffic surveillance and security system including related equipment for,-;
for paying legal, fiscal, and engineering fees in connection with such project. The City
to provide for the payment of such Certificates of Obligation from the levy and collecti
valorem taxes in the City as provided by law, and from a limited pledge of a subordinat
the net revenues of the City's water and sewer systems. The City Council intends to con
passage, an Ordinance authorizing the issuance of City of West University P1ac(
Certificates of Obligation, at a City Council Meeting to be held at 6:30 P.M. on Ma:
