HomeMy WebLinkAbout12132018 ZPC Minutes The City or vv est University Place A Neighborhood City Zoning & Planning Commission Municipal Building 3800 University Blvd Meeting Minutes December 13,2018 MEMBERS PRESENT: Richard Wilson, John Cutrer, Michael McEnany, Pete Johnston, Mimi Tsai and Brian Brantley MEMBERS ABSENT: Mac Jensen STAFF PRESENT: Alan Petrov, City Attorney, Debbie Scarcella, City Planner and Josie M. Hayes, Public Works Administrative Coordinator 1. Notices,Rules, Etc. Richard Wilson; Presiding Officer, called the meeting to order at 6:16 pm, and asked commission members and staff to introduce themselves. Richard Wilson asked staff to confirm that appropriate notices were given. Josie Hayes stated notices were posted per state and local laws. 2. Townhome Regulations. There was general discussion regarding townhomes being constructed immediately adjacent to single family sites and protecting those sites. The discussion centered on the protections already built into the ordinances which are as follows: SF Buffer yard provision in Table 7-2. (20 feet in PDD-TH1), SF privacy protection in Note 8 to Table 7-4(b) [applicable to both side and rear yards] and Transition protection(8 foot fence requirement in Article 8). ZPC then discussed how a single family detached home can be built in a townhome district and built to 100% framed area allowance for townhomes and construct three full story construction in townhome districts. The ZPC determined that there was adequate protection in place to protect the adjacent SF districts and no new regulations were warranted at this time. 3. Pervious Area. Debbie Scarcella stated staff received a request from a resident to review the pervious area requirements in the front yard setbacks and determine if the regulations need to reflect a requirement for those sites reaching the maximum pervious allowance in the front yard (50%).Staff provided some site plans of existing homes with different configuration as examples. There was general discussion regarding the site plans. The ZPC asked staff to bring back pictures and additional site plans to the next meeting. 4. Property Maintenance Code. Staff informed the ZPC that the proposed amendments would be submitted to them for consideration within the next few months regarding the property maintenance regulations (high weeds and grass, stagnant water, grease containment, etc.) and noise regulations. Staff provided a copy of a newsletter article that will appear in the upcoming City newsletter regarding outdoor lighting and asking for public input and opinions on whether or not outdoor lighting has become an issue and whether or not it should be addressed by updating the regulations. ZPC approved the article and staff will prepare an article for publication and social media distribution. Staff will also look into a short survey on Survey Monkey that residents can fill out. 6. Minutes. The commission reviewed the minutes of the meeting held on October 11, 2018. Richard Wilson made a motion to approve the meeting minutes as amended. Second by Mimi Tsai. AYES: Richard Wilson, John Cutrer, Michael McEnany, Pete Johnston, Mimi Tsai and Brian Brantley. NOES: None. Motion carried. [Adjournment] John Cutrer made a motion to adjourn.
