HomeMy WebLinkAbout092500S CC Minr CITY COUNCIL SPECIAL SESSION MONDAY, SEPTEMBER 25, 2000 MUNICIPAL BUILDING 3800 UNIVERSITY BLVD. 6:30 P.M. The City Council convened in Special Session in the Municipal Building Conference Room (3800 University Blvd.) on September 25, 2000, with the following members present: Mayor Lewis presiding, Council Members Ballanfant, Bertini, Grubb and May. The City Manager, City Secretary, City Attorney and Finance Director were also present. The notice for this meeting was posted in accordance with the Texas Government Code, Chapter 551, on the 22 a day of September 2000 at 5:00 p.m. Agenda Review: The City Council reviewed the regular meeting agenda and discussed items under consideration with the Staff. Report from Tri- Snorts. Matters related to a report from Mark Lowes, President of Tri- Sports. Mr. Lowes spoke to the City Council about Tri- Sports, which represents three youth organizations- soccer, softball and baseball. He requested that the City support the organization again by approving funds in the 2001 budget. Mayor Lewis requested a report on the amount of money spent by the City on electricity and water for the sport activities. Sidewalk policy and Bond Electing_ Matters related to a sidewalk policy and the Bond Election scheduled for November 7, 2000. Council Member May requested that the Council offer several options on the November ballot. He stated that the City could manage the construction and design of sidewalks but individual homeowners would pay for their own sidewalk. Council Member Ballanfant stated that the 1995 Bond Committee recommended to the City Council, at that time, that the city should take over the responsibility of sidewalks and the recent Sidewalk Committee has also proposed that the City take over. He stated that all the issues were discussed and debated during the Sidewalk Committee meetings and the members felt that a bond issue should be presented to the voters. - - -t ter— -ar-re n. _ - .. - _- -. _ _ - ...... City Council Special Session, September 11, 2000 The City Council recessed the Special Session at 7:30 p.m. to convene in Regular Session. The Special Session reconvened at 7:55 p.m. Sidewalk at 2917 Rice Boulevard. Matters related to a report on the sidewalk located at 2917 Rice Boulevard. City Manager Sherman Yehl reported that a resident had complained about the condition of the sidewalk at 2917 Rice Boulevard as being a hazard to the walking public. During an inspection of the site, it was found that the sidewalk in question had heaved upward approximately 8 inches. The City Council requested that the Public Works Director speak directly with the homeowner regarding his sidewalk and make a report to the Council at the next meeting. Street lights. Matters related to street lights and funding. City Manager Sherman Yehl reported that Houston Light and Power, at the request of the City, had identified a more substantial light pole. A deeper anchor may be required so the price of the pole could be higher. The pole is wider at the base and more decorative. Matters related to the 2001 Budget. The City Council discussed the 2001 Budget with the City Staff. The City Council requested an update on the police and fire salary survey and also a report on how the Public Safety Initiative would affect the budget should it pass. Report from Board or Commission Liaisons. The City Council reported on Board or Commission meetings attended by the liaisons. Council Member Bertini reported that the Recycling and Solid Waste Reduction Board would be presenting a proposal on a citywide distribution of recycling containers. He also reported that the Traffic Task Force had been collecting data on traffic issues. 2 City Council Special Session, September 11, 2000 Inquiries, requests and complaints. The City Council reviewed matters received from the public and referred them to the appropriate department or placed them on a future agenda for consideration or action. Matters related to the purchase, exchange, lease or value of real nrnnerty Property at 4210 Bellaire Boulevard known as Y.M.C.A. Closed Executive Session to be held under Sections 551.072 Texas Government Code. The City Council convened in Executive Session at 8:40 p.m. The City Council recessed the closed session at 9:14 p.m. and reconvened in open session. Chair of the Parks and Recreation Board Will Bertron joined the meeting. The City Council addressed the Parks Comprehensive Plan and recommendations from the Parks and Recreation Board. The Closed Executive Session reconvened at 9:42 p.m. The Executive Session closed at 9:52 p.m. and the Council reconvened in open session. Adjournment. With no further business to come before the City Council at this time, a motion was made by Council Member Grubb, seconded by Council Member Bertini, to adjourn. The Special Session adjourned at 9:53 p.m.
