CITY COUNCIL REGULAR SESSION

The City Council convened in Regular Session in the Municipal Building Council
Chambers on July 24, 2000, with the following members present: Mayor Lewis
presiding, Council Members Ballanfant, Berdni, Grubb and May. The City Manager,
City Secretary, City Attorney, Public Works Director and Police Chief were also present.
The notice for this meeting was posted in accordance with the Texas Government Code,
Chapter 551, on the 21" day of July 2000 at 4:00 p.m.
Citizen Comments,
Mayor Lewis invited citizens who wished to address the City Council to come forward as
their names were called.
Rick Jenkins, 3903 Marlowe, spoke to the City Council regarding the Recycling and
Solid Reduction Board's efforts to address environmental issues.
Robert Martin, 3602 Corondo Court; addressed zoning issues and the existing set back
regulations.
Allen Blakemore, 6445 Brompton, addressed deed restrictions and set back regulations
required in the city.
Mimi Crumfield, 3035 Bissonnet, commented that she needed a security gate at her
townhouse but her neighbor would not allow workers to step on his property. She
requested help from the city council and staff.
Lori Len, attorney from Southwestern Bell, addressed legal concerns that she had with
Ordinance No. 1650. She requested that the council table consideration of the ordinance
until a later date.
Recognition of Ray Herndon.
The City Council made a presentation honoring West University resident, Ray Herndon,
for submitting the winning motto for West University Place.
Ordinance relating to street areas and other public places.
Matters related to the first and final reading of Ordinance No. 1650.
Mayor Lewis read the caption of Ordinance No. 1650 as follows:

An ordinance relating to street areas and other public places; amending chapter 19 of the
code of ordinances of the City of West University Place, Texas; containing findings and
provisions relating to the subject; and declaring an emergency
Copies of Ordinance No. 1650, in the form proposed for adoption, were available in the
Council Chambers.
City Attorney Jim Dougherty stated that Ordinance No. 1650 addressed the following
five amendments: protection of new roadways, permit fees for work on new roadways,
extension of temporary regulations, low impact standard street structures (wireless
devices) and coalition of cities.
A motion was made by Council Member Bertini, seconded by Council Member Grubb, to
approve Ordinance No. 1650 on the first and final reading as amended and discussed in
special session.
A vote was taken on the motion with the following result:
Voting Aye: Mayor Lewis, Council Members Ballanfant, Bertini, Grubb
and May
Voting Nay; None
Absent: None
City Council minutes.
Matters related to the minutes of the Special and Regular Sessions conducted on July 10,
2000.
A motion was made by Council Member May, seconded by Council Member Bertini, to
approve the minutes as presented.
A vote was taken on the motion with the following result:
Voting Aye: Mayor Lewis, Council Members Ballanfant, Bertini, Grubb
and May
Voting Nay: None
Absent: None
Staff Report.
City Manager Sherman Yehl reported that two employees from the Fire Department,
Dean Cowger and Tom Watson, were retiring. He also reported that the applicant pool
applying for Police officer positions had improved considerably.
Council comments.

Council Member Bertmi commented that he was looking forward to the next issue of City
Currents where there is an article about the new efforts of the Recycling and Solid Waste
Reduction Board to take on issues of the environment.
Adiournment
With no further business to come before the City Council at this time, a motion was made
by Council Member Bertini, seconded by Council Member May, to adjourn. The Regular
Session adjourned at 7:58 p.m.
