CITY COUNCIL SPECIAL SESSION
MONDAY, JULY 10, 2000

The City Council convened in Special Session in the Municipal Building Conference
Room (3800 University Blvd.) on July 10, 2000, with the fpllowing members present:
Mayor Lewis presiding, Council Members Ballanfant, Bertini, Grubb and May. The City
Manager, City Secretary, City Attorney, Parks and Recreation Director, Public Works
Director and Utilities Superintendent were also present.
The notice for this meeting was posted in accordance with the Texas Government Code,
Chapter 551, on the 7'" day of July 2000 at 3:00 p.m.
Agenda Review:
The City Council reviewed the regular meeting agenda and discussed items under
consideration with the Staff.
Fiber Optic conduits.
Matters related to the placement of fiber optic conduits on Rice Boulevard.
City Manager Sherman Yehl reported that because of the construction schedule along
University Boulevard, it was impractical to consider placing the conduits in that street.
He stated that Rice Boulevard was just as good of an option. Plans and specifications
would be ready sometime next week and the staff would return at a later date with cost
estimates.
The City Council addressed the potential problems of repeated cuts in the streets. They
requested that the staff prepare an ordinance for their consideration at the next meeting.
Report on METRO Traffic Control.
Matters related to a report covering METRO police officer's activities in West University
Place.
Mr. Yehl reported that the METRO officers wrote a total of 451 citations. Out of the 451
citations issued, 244 were warnings and 207 were fineable. The officers were mainly
stationed on, major thoroughfares in West University Place such as Bissonnet running
stationary radar. This could be seen in the fact that 266 of the 451 citations issued were
for speeding. One arrest was made for two outstanding DPS warrants.

West University Motto.
Matters related to suggestions from residents for a new West University motto.
The City Council agreed to select the motto submitted by Ray Herndon, West University
Place, a Neighborhood City.
from Board or Commission Liaisons:
The City Council reported on Board or Commission meetings attended by the liaisons.
Council Member Bertini reported that the Recycling and Solid Waste Reduction Board
was meeting Tuesday, July 11's in the Public Works Lunchroom. The Board was
working on writing educational material relating to the environmental impact of leaf
blowers, lawn sprinkler systems and outdoor lighting rather than restrictions through an
ordinance.
Inquiries, requests and complaints.
The City Council reviewed matters received from the public and referred them to the
appropriate department or placed them on a future agenda for consideration or action.
Adiournment.
With no further business to come before the City Council at this time, a motion was made
by Council Member Grubb, seconded by Council Member Bertini, to adjourn. The
Special Session adjourned at 7:21 p.m.
