CITY COUNCIL SPECIAL SESSION
MONDAY, JUNE 26, 2000
MUNICIPAL BUILDING
3800 UNIVERSITY BLVD.
6:30 P.M.
The City Council convened in Special Session in the Municipal Building Conference
Room (3 800 University Blvd.) on June 26, 2000, with the following members present:
Mayor Lewis presiding, Council Members Ballanfant, Bertini, Grubb and May. The City
Manager, City Secretary, City Attorney, Finance Director, Police Chief, Fire Chief, Parks
and Recreation Director, Public Works Director and Building Official were also present.
The notice for this meeting was posted in accordance with the Texas Government Code,
Chapter 551, on the 23' day of June 2000 at 6:10 p.m.
Aaenda Review:
The City Council reviewed the regular meeting agenda and discussed items under
consideration with the Staff.
Senior Services fee proposal.
Matters related to a fee proposal for resident and non - resident senior activities.
Lynn Old, a member of the Senior Services Board, presented an overview of senior
services, an analysis of the Senior Services budget, and a brief discussion of Community-
based services. Mrs. Old stated that their proposal was not a recommendation for change
in the policy that has been in effect since 1975. The policy of charging the same fees to
all participants as necessary to cover direct expenditures, such as lunches, has proved
effective in encouraging seniors to maintain ties to friends as well as to retain social,
cognitive and emotional stability.
Board member Bob Park opposed the proposal to maintain the same fees. He suggested
that the City Council should first have a written Policy and Procedure manual from
Senior Services before a fee schedule could be considered.
Mary Lee Gray, Chair of the Senior Services Board, reported that a policy and procedure
manual was almost complete.
The City Council requested that the Board continue to develop a Policy and Procedure
Manual. The fee schedule for senior services will be considered during the 2001 budget
process.

2001 Budget schedule.
The City Staff presented a meeting schedule for the 2001 budget.
Traffic calming in Judson Park and Priority Area 7B.
Matters related to traffic calming in Judson Park and Priority Area 7B.
Gene Womack of the Traffic Task Force presented recommendations for street design in
Priority Area 7B specifically Plumb to Bissonnet and Buffalo Speedway to Poor Farm
Ditch. The Task Force recommended to (1) install brick paver crosswalks along
Bissonnet at Mercer, Sewanee, Westchester and Rutgers and (2) install a continuation of
16' x 16' brick pavers on Sunset from the 3700 block of Sunset to Buffalo Speedway at
intervals of 2 per block.
A motion was made by Council Member Grubb, seconded by Council Member Bertini, to
accept the Traffic Task Force recommendations as presented.
A vote was taken on the motion with the following result:

and May
Voting Nay: None
Absent: None
The City Council recessed the Special Session at 7:30 p.m. to convene in Regular
Session.
The Special Session reconvened at 8:10 p.m.
The City Council continued their discussion on traffic calming in Judson Park.
Residents living in the area spoke to the City Council about the parking problems around
the park and their homes. They suggested that the "no parking" regulation in front of
their homes only be enforced during working hours so that they would be allowed to park
in front of their homes in the evening.
Chair of the Traffic Task Force Joe Studlick presented recommendations from the Task
Force. They recommended that at least two of the following proposals be approved:
1. Install brick paver crosswalks at two entrances to the park
2. Install brick paver crosswalks across S. Judson at the east end of the intersection
with Simmons
3. Install brick paver crosswalks across Judson at the west end of the intersection
with Fairmont
4. Install improved but minimal signage as appropriate

5. If the residents support and Council approves the "one ways" on Judson and S.
Judson, incorporate an island on the east side of the park to allow left turns off S.
Judson onto Judson.
6. If the residents support and Council approves "no parking at all times" on the
residents' side of the park (on S. Judson and Judson), consider enlarging the park
on the North and South sides by 5'.
Chair of the Parks and Recreation Board Will Bertron presented comments from the
Board regarding the above recommendations from the Traffic Task Force.
Mr. Studlick reported that a letter to all residents of College Court was being sent to get
their thoughts on the Judson Park one -ways and the traffic circle at Fairmont and Albans.
A separate letter will be sent in July to those residents affected by the Judson Park "no
parking" that requests their thoughts.
Dieter Ufer, consulting engineer from Claunch & Miller, stated that the design of the area
could wait until the citizen response is received but they needed a decision no later than
the second meeting in July in order to stay on the construction schedule.
Fiber Optic conduits.
Matters related to fiber optic conduits in Priority Areas.
The City Council and staff discussed the installation of conduits in city streets and the
potential problems of repeated cuts in the streets. They agreed that the staff should
contact other cities to see what they were doing regarding the installation of fiber optics.
The City Council also directed the Staff to prepare a bid proposal in order to obtain cost
estimates.
Report from Board or Commission Liaisons:
The City Council reported on Board or Commission meetings attended by the liaisons.
Council Member Bertini reported that the Recycling and Solid Waste Reduction Board
was considering the environmental impact of leaf blowers, lawn sprinkler systems and
outdoor lighting.
Council Member Ballanfant reported that the Parks and Recreation Board was nearing
completion of the Parks Master Plan.
Adjournment.
With no further business to come before the City Council at this time, a motion was made
by Council Member Grubb, seconded by Council Member May, to adjourn. The Special
Session adjourned at 9:31 p.m.
