HomeMy WebLinkAbout061200S CC Mini CrFY COUNCIL SPECIAL SESSION MONDAY, JUNE 12, 2000 MUNICIPAL BUILDING 3800 UNIVERSITY BLVD. 6:30 P.M. 10ZOD / The City Council convened in Special Session in the Municipal Building Conference Room (3800 University Blvd.) on June 12, 2000, with the following members present: Mayor Lewis presiding, Council Members Ballanfant, Bertini, Grubb and May. The City Manager, City Secretary, City Attorney, Finance Director, Police Chief, Fire Chief, Parks and Recreation Director and Public Works Director were also present. The notice for this meeting was posted in accordance with the Texas Government Code, Chapter 551, on the 9'" day of June 2000 at 5:00 p.m. The City Council reviewed the regular meeting agenda and discussed items under consideration with the Staff. Matters related to the Floodplain ordinance: City Attorney Jim Dougherty suggested corrections to Section 2 of the ordinance relating to permits filed before the effective date of this ordinance. Report on Traffic Task Force Action Items: Matters related to a status report on Traffic Task Force action items. City Manager Sherman Yehl presented the report for the Council's review. Public Safety Salary Comparisons: Matters related to a report on public safety salary comparisons. The City Council discussed comparative city's salary structures for police and fire employees and the effect on the current and 2001 budget. Council Member Grubb made a motion to adopt Scenario D for the Police and Fire structure and Scenario E for the Dispatch structure. The motion died from the lack of a second. City Council Special Sessid, June 12, 2000 J The City Council recessed the Special Session at 7:23 p.m. to convene in Regular Session. The Special Session reconvened at 7:50 p.m. The City Council continued the discussion on public safety salaries. The City Council requested that the staff present a recommendation for the adoption of a new pay structure for police and fire at the next regular session. They also requested that the staff begin drafting language for an amended ordinance to obligate the city manager to conduct an annual salary survey prior to submitting a proposed budget. Mayor Lewis invited residents to make comments regarding the salary structure. The City Council heard comments from Alan Blakemore, George Boehme and Carolyn Hodgins. Report from Board or Commission Liaisons: The City Council reported on Board or Commission meetings attended by the liaisons. Council Member Bertini reported that the Traffic Task Force was working on a map to characterize the city streets. Mayor Lewis reported that the Senior Services Board would likely appear at the next council meeting to discuss fee changes. Matters related to pending or contemplated litigation or a settlement offer: Class Action Suit, City of Wharton vs. H.L.& P. Closed Executive Session to be held under Section 551.071, Texas Government Code. The City Council convened in Executive Session at 8:16 p.m. The Executive Session closed at 8:27 p.m. The City Council reconvened in open session. Resolution involving utility franchise fees: Matters related to Resolution No. 2000 -08. A resolution supporting litigation involving utility franchise fees .... ........... .. .. .... w7m. .7 . City Council Special Sessaa', June 12, 2000 A motion was made by Council Member Grubb, seconded by Council Member Bertini, to adopt Resolution No. 2000 -08 and amending Section 1 by adding to the last sentence the statement (provided that the City Attorney must approve the counsel representing the Ctiy and also whether, and when, to intervene) A vote was taken on the motion with the following result: Voting Aye: Mayor Lewis, Council Members Ballanfant, Bertini, Grubb and May Voting Nay: None Absent: None Adjournment. With no further business to come before the City Council at this time, a motion was made by Council Member Bertini, seconded by Council Member Grubb, to adjourn. The Special Session adjourned at 8:30 p.m.
