(a) Intent . The intent of this section is to require outdoor lighting to use "full cut-off" fixtures, low-output
bulbs, shields or other methods to reduce light trespass, glare and light pollution and to encourage
energy conservation.
(b) In general . Any lighting device installed outdoors (or on the exterior of a structure) must be
designed, constructed and operated so that the bulb or light source (diffused or not) is not visible
from within a door or window of an occupied building on another building site used for residential
purposes.
(c) Certain defenses . It is an affirmative defense to prosecution under this section that the device in
question is:
(1) a streetlight approved by the City;
(2) an official traffic light or signal;
(3) an emergency light used temporarily(not longer than the emergency conditions involved);
(4) a decorative holiday light used temporarily(not more than 45 days out of any 365-day period);
(5) a security light requested or consented to by the current owner of (or person in control of) the
building (on another building site)that is illuminated;
(6) a light located in a front yard or street side yard (or on a building facing such a yard), if: (i) all
the lights in—or facing—that yard emit, in the aggregate, no more than 4,000 lumens, and (ii) no
individual bulb in—or facing—that yard emits more than 1,000 lumens; or
(7) a device illuminating a sports field.

Start by identifying the outdoor spaces you want to use and then find solutions for
each area.
Start with task lighting
Once you've figured out your goals for outdoor lighting, task lighting should take
priority. "For task lighting, it is important to illuminate pathways and entrance " says
Garcia.
"If your fixture is exposed to the elements, you will want to make sure to get a wet-
rated fixture.," she says. "In many instances, a damp-rated light 'viii work with a fully
covered orch."
Just make sure to stick to lighting that's specifically identified as outdoor lighting—
even if you are tempted by a cute indoor sconce.

3. Pick the right bulbs.
LEDs won't attract insects like incandescent bulbs can because they don't emit
infrared light (plus, they last much longer — upwards of 18 yew er bulk). But
remember that LED bulbs won't always fit older lights. Visit your hardware store
with a photo of the fixture in hand to get help picking out the correct bulb. It's
also helpful to know if your light runs on line voltage or low voltage. Typically,
surface-mounted fixtures, like your porch light, run on line voltage while
landscape lighting typically runs on low-voltage.
4. Change all the bulbs at once.
If you use halogen or traditional incandescent bulbs for your landscape or porch,
swap them out annually to fully brighten your yard, especially if your fixtures are
on for over six hours per night.

5. Check labels onstring li ht
Not all string lights are suited for your patio. Most (like holiday lights) are UL-
approved for wet environments, but it's essential to check the package to
ensure that they are approved for extended outdoor u .. Look for the
UL/ETL/CSA safety labels.

6. Keep off them
Don't place fixtures directly on your lawn, since mowing around them will be
difficult. Instead, place them in flower beds. If low-voltage wiring is buried, don't
cover the dirt with wood t# . . The wire can resurface over time, and if it makes
contact with mulch, it can cause a fire.

Security lighting can be counter-productive. Turning off lights halved the number of thefts and burglary in OvertorneA
Sweden. 1111�1 A test in West Sussex UK showed that adding all-night lighting in some areas made people there feel safer,
although crime rates increased 55%in those areas compared to control areas and to the county as a whole[31
In the early seventies, the public-school system in San Antonio, Texas, began
leaving many of its school buildings, parking lots, and other property dark at night
and found that the no-lights policy not only reduced energy costs but also
dramatically cut vandalism.l41
Bright,unshielded floodlights often prevent people from noticing criminal activity, and help criminals see what they are
doing.[5l
While adequate lighting around a physical structure is deployed to reduce the risk of an intrusion, it is critical that the
lighting be designed carefully as poorly arranged lighting can create glare which actually obstructs vision. Studies have
shown that many criminals are aware of this effect and actively exploit it.The optimal design will also depend on whether
the area will be watched directly by humans or by closed-circuit television, and on the location of the observers or
cameras.
Security lighting may be subject to vandalism, possibly to reduce its effectiveness for a subsequent intrusion attempt.
Thus security lights should either be mounted very high, or else protected by wire mesh or tough polycarbonate shields.

sudden increase in light). Some PIR units can be set up to sound a chime as well as turn on the light. Most modern units
have a photocell so that they only turn on when it is dark.
Limitations
An important limitation to the usefulness of security lighting is the simple fact that it is only useful at night..This is
particularly significant for home owners because,contrary to a widespread myth&ost household bur:lanes occur during
the day 11(61171 when the occupants are away at work or shopping.
As with any lighting, security lighting can reduce night vision, making it harder to see into areas that are unlit or are in
shadow.

You have many choices in energy-efficient lighting. The most popular
light bulbs available are halogen incandescents, compact fluorescent
Lamas.;_(CFLs), and light-emitting diodes (LEDs). Although they can
initially cost more than traditional incandescent bulbs, during their
lifetime they save you money, because they use less energy. You can
find these in most hardware and home improvement stores.
Controls such as and hotocells ave electricity by turning

lower light levels. Be sure to select products that are compatible with
the energy-efficient bulbs you want to use.
