CITY COUNCIL ACTION MINUTES
The City Council of the City of West University Place, Texas, met in regular session on Monday, June
11 , 2018 , in the Municipal Building, 3800 University, West University Place, Texas beginning at
approximately 6:30 p.m.
Agenda was as follows:
Called Meeting to Order. Mayor Sample called the meeting to order at approximately 6:3 0 p.m. Council
and Staff in att endance were: Mayor Pro Tem Franklin, Co uncilmembers Burke and Higley , City Manager
Pe ifer, City Attorney Petrov, City Secretary Gilliam, Human Resources Director Urban , Police Chief
Walker , and Finance Director Kalka . Councilmember Turner was absent.
Pledge of Allegiance: Boy Scouts John William Ray and J.W. Johnson with Troop 55 led the Pledge .
Notice of Meeting: City Secretary Gilliam confirmed that the notice of the meeting was duly posted in
accordance with the Texas Government Code, Chapter 551 .
Regular Meeting Agenda items were as follows:
1. Public Comments
This was an opportunity for citizens to speak to Council relating to agenda and non -agenda items.
Commenters were:
• Robert Grossman, 4103 Ruskin, spoke on item relative to the AT&T’s rezone application .
• Patricia Darnauer, 4016 Ruskin, spoke in opposition of AT&T’s rezone application .
• Alida Drewes, 6112 Fordham, spoke on various issues .
2. City Manager Search
Matters related to selecting a consultant to recruit a new City Manager. Reco mmended Action: Discuss
and take any desired action. Mr. James Urban, Human Resources Director
Councilmember Higley moved that Council award a contract to SGR (Strategic Government
Resources) to search for the city’s next city manager. Mayor Sample seco nded the motion. MOTION
PASSED.
Ayes: Sample, Franklin, Burke, Higley
Noes: None

3. Consent Agenda
All Consent Agenda items listed are considered to be routine by the City Council and will be enacted
by one motion. There will be no separate discussion of these items unless a Council member requests
in which event the item will be removed from the Consent Agenda and considered in its normal
sequence on the agenda.
A. City Council Minutes
Approve City Council Action Minutes of May 21, 2018. Recommended Action: Approve Minutes.

Councilmember Burke moved to approve the Consent Agenda as presented. Mayor Pro Tem Franklin seconded
the motion. MOTION PASS ED.

Noes: None
Absent: Turner
4. City Manager Report
City Manager Peifer reported on the status of the City’s reimbursement from FEMA.
5. Adjourn
With no other matters before Council, Councilmember Burke moved to adjourn t he meeting at
approximately 6:58 p.m. Councilmember Higley seconded the motion . MOTION PASSED.
