CITY COUNCIL ACTION MINUTES
The City Council of the City of West University Place, Texas, met in regular session on Monday, March
12 , 2018 , in the Munic ipal Building, 3800 University, West University Place, Texas beginning at
approximately 6:3 0 p.m.
Called Meeting to Order
Mayor Sample called the meetin g to order at approximately 6:30 p.m. in the Council Chambers.
Council and Staff in atten dance were: Councilmembers Hi gley and Turner, City Manager Peifer, City
Attorney Petrov, City Secretary Gilliam, Police Chief Walker, Finance Director Kalka, and Human
Resources Director James Urban . Mayor Pro Tem Franklin and Councilmember Burke were ab sent.
Pledge of Allegiance: Boy Scout Adam Moinuddeen , Troop 55, led the Pledge.
Notice of Meeting: City S ecretary Gilliam confirmed that the notice of the meeting was duly posted in
accordance with the Texas Government Code, Chapter 551.
Agenda items were as follows:
1. Public Comments
This was an opportunity for citizens to speak to Council relating t o agenda and non -agenda items.
Alida Drewes, 6112 Fordham, commented on various issues.
2. 2018 Arbor Day Proclamation / Tree City U.S.A. Designation
M atters related to a proclamation designating March 24, 2018 as Arbor Day in the City of West
University Place. Recommended Action: Proclaim March 24, 2018 as Arbor Day in the City of West
University Place and recognize the City’s achievement on receiving the Tree City U.S.A. Designation for the
28 th consecutive year. Mr. M. Chris Peifer, City Manager
Councilmember Higley moved that Council proclaim March 24, 2018 as Arbor Day in the City of West
University Place. Councilmember Turner seconded the motion. MOTION PASSED.

3. Ordinance Amending the 2018 Budget
Matters related to an ordinance of the City Council of the City of West University Place, Texas
amending the fiscal year 2018 budget for the City of West University Place to provide that the
revised budget address carry over funds relating to certain capital and operating budget matters
and that this amendment be adopted as the budgeted amount for those funds. Recommended
Action: Approve ordinance on the first and final reading. Ms. Marie Kalka, Finance Director
Councilmember Higley moved to adopt an ordinance approving and adopting the amendments to
the 2018 Budget for the carryover of the 2017 expenditures as enumerated under Item 3 in the
meeting’s Business Memo. Councilmember Turner seconded the motion. MOTI ON PASSED.

4. Utility Billing Ordinance Amendment
Matters related to an ordinance regarding one -time utility billing adjustments for residents who fill
up their swimming pools. Recommended Action: Approve ordinance on the first of two readings. Ms .
Marie Kalka, Finance Director
Councilmember Higley moved to adopt an ordinance adding Section 86 -38 to chapter 86 of the
Code of Ordinances allowing a utility bill adjustment for the sanitary sewer charges once per year
when filling a residential swimming pool. Councilmember Turner se conded the motion. MOTION
PASSED.

Consent Agenda
All Consent Agenda items listed are considered to be routine by the City Council and will be
enacted by one motion. There will be no separate discussion of these items unless a Council
member requests in which event the item will be removed from the Consent Agenda and
considered in its normal sequence on the agenda.

Approve City Council Minutes of February 26, 2018. Recommended Action: Approve Minutes.

Turner seconded the motion. MOTION PASSED.

With no other matters before Council, Councilmember Turner moved to adjourn t he meeting at
